She could be from one of those islands.
She's from an island protected by the WG. Her mom was clearly there to greet her. Thus, it means that she was kidnapped nonetheless.
As for the Tenryuubito, they can just enslave anybody, even if the person lives in WG protection. They are exempt from all responsibility and granted unlimited political power.

Technically, but if Akainu disobeys, who can punish him? Same with other Admirals, Garp, Sengoku, Kong, and the Elder stars. The Marines were already bound by oath to serve World Nobles anyway.
I don't know if a Tenryuubito can enslave another Tenryuubito, but such an occurrence is meaningless.

It's pretty obvious that Tenryuubito don't have to enslave Marines, since the Marines are obligated to serve them. And even among Tenryuubito, there would be ranks and certain codes of conduct. For example, Shalulia can ask for anything she wants, but Roswald decides whether she can have them or not. And ultimately, all the rules are decided upon and regulated by the Elder Stars, who probably follow a mandate set upon by the founders of WG.
However, the Elder Stars are still mysterious, since we have no history of their backgrounds, or even what class they originally belonged to. I guess they were all once Marines who were promoted to Supreme Head-of-Command, like Kong, and they would be elected by World Nobles.

Tenryuubito rule the world. Marines serve and protect Tenryuubito. Tenryuubito do whatever they want. But Tenryuubito have manners when they talk deal with each other.
These basic positions are fundamental to the characteristics of the Tenryuubito. It will be crazy to argue against them.
On the other hand, fishmen are seen as freaks of nature, and treated as such. They can have no criminal records, but get shot on sight in human cities.
The whole social hierarchy reeks of the Indian caste system in our world, but exaggerated. The lower class may not be hunted down actively, but are forced to live in poverty for their whole lives no matter their talents, intelligence, or virtuousness. While the upperclass have practically everything handed to them as long as they don't do anything too outrageous, although they can't automatically "enslave" people.
