The problem is that some people used really big images and the old forum just shrank them to an acceptable size of 151x151 or less. The new forum thinks that if it was good for the old forum, it was good enough for this one and just accepted the true avatar's size.
PirateFetus also had a really big one, so I took both his and Naruto_sensei's down until they are online and able to get a smaller one posted up. Inconvieant for them, yes. But it's also inconvienant for us too since they probably don't know if the new one is up yet.

And signature banners. And animated ANYTHING. Total eyerape, some of it.

It was the problem with IPB. When you uploaded an oversized avatar, the code will keep the image at its original dimensions while instructing the browser to display it within the limit and apparently VB doesn't do that.
As for signatures banner, it's up to the user. I like to stare at mine sometimes..
