how do you unlock Brook. I've gotten all the characters, but not Brook

You laugh "YO-HOHOHOHO!" into the microphone while playing as Zoro on any stage against anyone in VS mode. If you win the match uninjured with at least 30 seconds on the clock, Brook will be unlocked after the fight ends.
You totally don't gotta do something as simple and time consuming as maxing out the Strawhats bounties.

For straw hat card, Use Shanks and unlock all the levels in story mode and do the stages in the following order:
Enies Lobbies Roof, Rocket Man, Skypiea, Alabasta, Louge Town then Banaro Island.
Defeat Shanks then you get the card.It doesn't have to make sense to make it right.
