When they come up with dub scripts do they change the original lip movements all the time to match up the lip movements somehow.

And as far as I know, that's never done in dubbing (though it's done all the time in stuff like AMVs). Probably easier.

Dude, it's Anime. They have like… 2 frames of animation when someone talks.
Sometimes, they don't even close their mouth. They just scream full sentences without any lipmovement. Just look at Gomu Gomu No Storm. No lip movement, whatsoever.

I don't even think the animators care about this, because like what Private Zulen said, there are just so many times when the speech doesn't match the lip movements at all. -
4kids doesn't adapt any of the original script. Its basically just rewritten first and then given to the actors who have to match the flap based on the new script.

Before did 4 kids need a person who know japanese to translate the words to english before they did they did english scripts.

I think the writers look at the script and then translates or rewrites them to as how they see fit and then gives them to the actors, so they can recite the script.

They take the script, and then the Japanese translators translate the script to english. From there, the english script writer takes the translated script and then… messes with it a little bit and rewrites things to how they see fit.
Like say, if there's a joke that only works in the Japanese language. It'll be his/her job to change the joke to something else because it wouldn't make sence to us.
When the script writer is done with the newly revised script, that's when he hands it over the voice actors and then the dubbing process begins.
