Okay, I was supposed to start my new job today, but my training person called off. So now I'm all hoped up on Monster and coffee, I've sketched 3 really nice pictures in the last hour and want to know how to make the One Piece style color spreads. Any advice or something to that manner?

Be imaginative, add random elements, like a hippo painting his plane green while flying it. (well, maybe not THAT random)

Make the picture interesting all over. Don't focus on just one spot/character. And remember to have fun making it \o
And do not get lazy when making the background.

Yeah, anything goes for the drawing. Put in anything that pops into your head. Like an elephant eating cotton candy or something.
If your talking about coloring it, Oda uses Copic Markers, but they're usually pretty pricey. I'd probably suggest using Watercolor Pencils or maybe some thinned out acrylic paint on watercolor or canvas paper.
