You are being harsh on Eneru. I can't blame him though, being a logia makes one over-rely more on their powers, Crocodile and Eneru both went down after a couple of hits as they've always manage to avoid physical damage. Neither of them have the physique of Lucci yet both are powerful and feared. Besides, how many rubber man are there in One Piece?
In my opinion, I think Luffy deserves a bounty in excess of 500 million for his recent actions and pure strength. But I doubt that would happen since the pace of the story would feel too rushed. That's like the sum of Donquixote Doflamingo and Bartholemew Kuma former bounty put together. Also Oda tends to make the marine undervalue Luffy's head. Just look at Crocodile, according to Wikipedia …

Before achieving Warlord status, Crocodile's former bounty was 81,000,000 berries, but it has been stated that if his bounty had represented his actual threat level during the Alabasta arc, it would be at least quadruple that.
Luffy defeated somebody who should have worth 324 million but only ended up with 100 million. But I'm not complaining because one of the best elements of One Piece is Luffy being the underrated nameless underdog. There is always satisfaction when the arrogant villains (Kreig, Arlong, Crocodile and most recently Lucci) laugh, "Pirate King? Who do you think you are?" But after Luffy's first punch, they would finally know who they are truly messing with.
