I gave the Japan edition comic a quick once-over again.

Enel usually　calles himself "Watashi" with almost scene.
"Ore" is used very few.(As far as I can see, it is used once)

But when he says "I'm God",
he calles himself "Ware" and uses "Ware wa/ga kami nari" (我 は/が 神 なり)
