I think Hogback works with this "ghosts-pirate-hunters", to achieve his goal: Get Cindry fully back to live. I think HE is the husband that she killed herself for. He, since that, started to look after a "cure for death", and started to needed money to keep his researches. So he moved to Grandline, where he could capture pirats, for their bounties.

I don`t think so. Zombies/undead are very common in pirates histories.
