I have a theory about this, i think it's kind of a contract sugar does with the toys and she must do smthg for the toys as well, like we can see, Cavendish asked to get out of the sticky goo and this is the thing sugar must do so the contract can work.
So I suppose Kyros asked sugar to not hurt his family or smthg like this and sugar agreed, making this the other part of the contract. But when they killed Rebeccas mom the contract was broken so the toy soldier mustn't follow the rules. I suppose they forget the contract they made as well, because nothing of the toy is remebered, so it's possible.
If someone asks me why Kyros didn't turn a human again, maybe this isn't part of the contract and you will only stop being a toy if she's unconscious.

This episode is proof that this arc even though its the best arc in the manga so far (imo) its gonna be really bad in the anime. I wont have any problem with them as long as they dont mess up chapter 704, 713, 716, 719, 723, 724, 727 - 731, 735, 736.
But I will kill them if they mess up 713, 730 and 731.
