It will be revealed that Moria was actually a good guy up until his defeat against Kaido.
After seeing all his friends get killed by Kaido he went a little crazy and turned to the dark side to get more and more power.

If by more power you mean slovenly you might be on the money.

The character had a neat design but he was underultized and disappointing to the very end. If I had to ballpark the reason why Oda used him like that might it have all just served as a pretext for Kaidou or to show what the New World does to people. Hope we get a flashback of Moria vs Kaidou though.

Just for clarity, I think he wanted the position to instigate war. Ace falling into his hands was fate, making things easier. Impel Down may or may not have been an added bonus, but as I said above it could easily have been a part of his plans as well.

But he was originally going after Luffy, not Ace, who although would most likely not incite a war, outside of maybe Dragon. But I'm going to assume he knew nothing of his relationship to Dragon or even Garp so it wouldn't make sense that his plan was to start the war on that assumption. Ofcourse I could be wrong, but who cares, interesting topic to discuss.

I was under the impression that someone like Rayleigh was only able to deflect Borsalino's devil fruit which has thus far been seen solely as a defensive tactic, whereas Teach is able nullify the abilities which cripples his defense but is great when used offensively. But hey what the hell do I know prove me wrong what do I care.
