Naruto fanbase made Tobi sound like a complex character and doing everything in the series simply because his childhood friend died and he made it justifiable but it's not even close to the manga version in any way

Because it's in his character to act on instinct? But he still learns to see through his errors. After trying to climb the Zoldyck estate wall, he apologized and realized that he was endangering everyone around him. After Kil knocked him out he thanked him for stopping him, since the event was pretty shocking, he just acted on whatever emotions surfaced.
Speaking of immature brats, how about punching a noble knowing full well it could endanger everyone's lives? Shrugging it off? Then crying literally like a 5 year old who just lost his toys.
Or when he decided to face the whole government nonchalantly, picking his nose? Why didn't he stop and think of a plan to do what needs to be done? Much like Gon is doing now, even though Palm's life might be forfeit?
Every story has a basic structure that holds the story from falling apart . You can't tell me that you can have a climax in the beginning without even having to established what the story is about . You can't expect to participate in a marathon run when you can't even walk , now can you?!
Yes but in OP, it's always the same. And exactly, there has to be a climax, but just because it wasn't a full-out battle with a power of will or a cliche, doesn't make it non-existent.
In that sense, Oda likes to jog, at the same park, for years.

It doesn't really. It keeps going in circles. Motto is: Do the same shonen elements over and over to please the masses.
The last paragraph is just reciting generic points why [insert any of the big 3] is the best.
This whole "everything ties together" only shows in HxH, in one piece people keep saying that for characters being related to each other in the past and making reappearances.
The structure of one piece is quite simple: Go to new island. Enemy shows up, enemy has to be defeated. Mini-arc: add more characters or tell us they are doing something. ( I said before some of this can be good) But 60 chapters of the most linear storytelling? Of power-ups, fights and shouts and running jokes? That's bad.
But it gets worse. Said 60 chapters are revamped and redone simply with a new island. Basically like a mod to a game, different costumes, etc.
Substantially one piece's real story is a tenth of the length it has. So that's 90% of filler-ish material, leaving us with 10% of story that we have to see if it's written well or not.
I could go on and on but basically I feel like I'm writing this the same, and off-topicky thing.
but to sum up, Fairy Tail, Naruto, One Piece, Bleach, Reborn, Yu Yu Hakusho, DBZ… they are all of the same breed of action, average writing and hype-fests. A shonen. Togashi simply managed to take it to higher, more sophisticated levels that relies on the character's lives and personalities more than their power levels and cool factors.
