I'd guess:
It's supposed to be easter eggs for fans. So picking people from East Blue is not really an easter egg, we will get to see all of them.
You have to pick someone from later on in the series that is recognizable. However, you can't really pick someone that might actually show up in a potential season 2 (e.g., Mr. 3) or someone super important (e.g., Blackbeard) if you have not solidified a casting choice. It is not really a cool easter egg if you change the actor.
Bellamy, Foxy and Cavendish are perfect. We'll probably never get to them, and even if we do, nobody minds if you pick a different actor/look in like...3-5 years.
I get the idea in principal and am less bothered by the Nika Nika No Mi stuff than a couple of years ago, but could Luffy...not laugh like a maniac while his allies are being stabbed to death and bleeding out? This is just super weird.
Other than that, pretty great chapter. I really like the rather focused 7-8 pages on the Vegapunk/Bonney/Kuma "resolution" without much jumping around. Feels like there were now multiple chapters in a row with a focus on the relationship. That is really were One Piece is at its best.

I took a break for a couple of months. It is almost 8 months later, we basically spend the entire time on Mashiba. The Sendo match and the pro test were teased.
Since the Mashiba match hasn't even started yet, I highly doubt the stuff above gets resolved in 1 year. I don't think Ippo is coming back before 2025. With this pace, Luffy might actually find One Piece before Ippo comes out of retirement.
As for the most recent chapters:
I enjoyed Ippo training, figuring stuff out on the fly, and standing up for himself. However...wasn't the point that he had to show Mashiba something? He went there and Mashiba seemingly has it all figured out. Kinda weird.
Sounds great! The very end has a slight touch of whimsical. Hope there is more of that and they did not go all-in on epic pirate music.
The straw hat looks way better in that picture. Hope they just picked a weird shot for the trailer. Garp looks great in every shot.
I'm interested how they will handle Garp. From the trailers he seems to chase Luffy, but that ... seems out-of-character. Will he just stumble upon him? An early Coby / Luffy reunion also feels wrong, but maybe that's just me being used to the manga.

Garp is fine.
They are not main characters, but the deaths of Ashura and Izo were very lackluster.
But I agree, Garp is alive.

Most of them look perfectly fine. For example, I don't think I have seen people having a problem with Zoro. Granted, I have not looked around much. But it seems everybody has a slightly different tolerance for the weird uncanny valley of putting One Piece outfits into the "real" world.
Like, I personally have a hard time believing anyone would look at Luffy's vest and not see it as comically short. But I guess the entire production team didn't mind.

The stretching looks alright if you hide it in quick cuts and fast movements. If their direction is on point, this part might actually work. I'm surprised.
Some of the outfits just...don't look good.
I hope we get more shirt Luffy than vest Luffy, because that vest is just way too short. Strange design choice.
Nami's hair is all over the place. I don't understand why in some shots it doesn't work at all.
Is Shanks wearing a kid's straw hat? I guess i never though about the logistics of the hat size and this is unique live action problem. I think he might look good without the hat though.
The marine uniform looks ... kinda cheap?
I'm not sure about the fishmen.
Sadly, a lot of shots still have this strange filter. :-/
Overall, it's a good trailer though.
