I don't really know what Oda's plans are for Dofla, long term, and prior to Punk Hazard figured he'd play relatively big role but not major role in the New World, but there's definitely an argument to be made that he'll be a big player even after the events of this saga. Like you've mentioned, he has emperor/king haki/ambition whatever, and despite his seemingly content position as underworld arms dealer, Oda gave a bit of focus to that scene with Monet where she mentioned him becoming the Pirate King. So he still has higher ambitions; I doubt this arc/saga is going to be the last for Doflamingo.
I agree. I have to admit, I was a little surprised when Dofla's "Pirate King dream" was revealed. I mean it makes perfect sense (He witnessed Rogers execution and made his way to the New World), but for some reason I didn't think he be one of pirates still striving for that dream. Being the King of Dressrosa and the Boss of the Underworld, I believed the thought of that dream came and went. I'm glad I was wrong. It was nice to see that he still believes the grand wonderment of dreams. "A man's dream will never die!"

We pretty much do know. Doflamingo couldn't kill Smoker when Kuzan was there and had to flee afterwards. That means he wasn't strong enough to even kill Smoker and the attempt to flee without fighting Kuzan. And since Kuzan is around the same level as the Yonkous, we can pretty much deduct that indeed he is weaker than Kaidou (and a Yonkou generally).
I mean, those guys are Yonkou. The freaking Emperors of the New World. I wouldn't be surprised if every one of them also has Emperor's Haki.
Apart from that, you (and Brennen) might be right he'll play another role in the arcs to come, but as far as strength goes, he isn't Yonkou level. No way.

But yeah, I know the chances of Dolfa being stronger than a Yonkou are rather silm, but strength doesn't always mean "instant winner". If you are smart and strategic about the moves you make, you can possibly make your way to the top. And I believe Dolfa is the master of mind games. This is a man who knows he doesn't necessarily need to lift a finger in order to win a fight. I believe in regards to Law, the apple didn't fall far from the tree. So I until I see Dolfa's full potential, I do believe he's a major threat and force to be reckon with…at par with a Yonkou even. Feel free to disagree.
Btw....does anyone else find the fighting fish adorable? I don't why but I just think they're so cute! Maybe it's because I love those cheeky smiles of theirs.
