One of the things I'm worried about when it comes to the EX cards and the fact that they are behind is that if they finish releasing packs surrounding a saga, will they skip the remaining characters from that saga and move on to the next or continue releasing EX cards for the previous saga.
For example the Arlong Pirates and People of Cocoyasi Village pack is the last pack for the East Blue Saga and the characters that will likely be covered in that EX card will be from the Syrup Village and Baratie arc. So when they release the Desert Kingdom - Alabasta's Elite pack will the EX card surround characters that appeared in the Whiskey Peak and Drum Island arc or will it be characters from the Arlong Park and Loguetown arc?
Going over the list for the Arlong Park pack it mentioned that Hatchan would be part of it. But going over the cover there is no sign of him on it. It appears that Ippon-Matsu has taken his place in this pack and likely means that his card will likely be in the one of the Fishman Island packs (probably the Inhabitants one).

While it may have his pre-timeskip appearance on the card it will likely cover pre and post-timeskip attacks. Based on the One Piece Wiki the techniques cover Room, Amputate, Shambles, Scan, and Mes (the latter two being post-timeskip attacks). I more looking forward to the magazine covering the daughters of Big Mom, since it seems likely the children that will be covered in Vivre Card will be the ones named in the manga. Bit of a shame to we have to wait till January to learn about the sons of Big Mom since the original image of Gala was taken off the official site and I would like to know the name of this guy:
Also based on the new binder coming out on March, that would make Reload the 2nd binder. I'm guessing the pack that comes with it will possibly the cover the residents of Skypiea (regular citizens and the Shandia) and the Foxy Pirates, since one of the packs before and after it's release is the Skypiea's Enemies and Blackbeard Pirates packs which would land them in difficult position to fit them in. It could also be used to fit in characters that they couldn't fit into previous packs (assuming their not EX characters) such as Merry, Hina, Domino, the Jailer Beasts, etc..

Glad to finally know the main Kuja are in a pack. Though I wonder why they're releasing a card of Stelly as an adult, but not for Sabo? Is there enough material from the Post-War arc to fill a card that focuses on Sabo as a kid? If that is the case hopefully they'll release his Revolutionary Army card when they get to one of the Dressrosa arc packs.
I also get the feeling when they get to the Residents of Fishman Island pack Koala's card is likely going to be her Revolutionary Army appearance.
Yeah, that worried me as well, but the same thing happened with the OP Magazine just a couple weeks ago, the pre-order wasn't available until more recently, so I wouldn't worry too much for the moment being.
Okay it's back now so yeah I guess there was nothing to worry about. The Supernova pack, a week or so after it was released could only be bought through third party sellers (than it came back in stock), it's odd that Amazon doesn't put up a delay (like 1-2 weeks for this item to be back in stock) when an item goes out of stock.
I brought this up in an earlier post about whether the cards would acknowledge if a character had been voiced by two different voice actors and when I got my packs on Monday I noticed that the Mihawk card did (Takeshi Aono and Hirohiko Kakegawa). So it seems that Smoker's card will acknowledge that he was voiced by two voice actors (Ginzo Matsuo and Mahito Oba).
It's hard to imagine Fullbody as just an EX character. He's shown up too many times to be sidelined like that. It's looking pretty obvious that each saga is gonna get at least one more pack after the main lot have come out over the next year. Possibly with skills cards for strawhats and major characters so they can still promo them for sales, but with more emphasis on filling in the skipped minor characters like Fullbody, or Merry, or all of Amazon Lily.
Or he could be part of Alabasta like you said. Gaimon's in Arlong Park and Sakazuki is in Impel Down, so there's obviously some flexability with this kinda thing.
That seems likely since it's unknown when the Wano arc will end and based on Oda's comments it will be the longest yet, so they will have to do something to keep it going (at least until they can release Wano based packs). I also doubt they would release manga characters as promo cards (not counting alternate costumes like the Luffy and Zoro cards) based on the backlash they got releasing the Fake Straw Hats as promo card. Also they are still behind with EX characters so they might have to do packs with probably two EX cards to make up for it.
But what exactly qualifies a character for EX status? For some like the Shell Town Marines, minor crew members, and citizens it makes sense since they probably won't make any big appearances in the future. But than there is the potential Domino situation (if Artur's prediction turns out to be true) which seems odd since Saldeath is getting a card and if I recall both had about the same amount of chapter appearances as the other.
Now that I have a closer view of the Arlong Park pack, how is it that Ippon-Matsu gets a card, yet it appears that Fullbody might be an EX character (unless he's in one of the Alabasta packs with Hina). Granted it might be that his gallery section is there to show off artwork for Sandai Kitetsu just the Zorojuro card's gallery section showed different artwork for Shusui.
While I pre-ordered the Arlong Park and Impel Down packs awhile ago, I've noticed that Amazon is now listing them as "Currently Unavailable" with no price on them. I don't know why they've done this considering the "New Arrivals" banner is above them and other packs that have yet to be released are still available for pre-order.
Maybe they've reached a limit for pre-orders that they can offer or don't have enough on hand and are currently in the process of getting more when the actual release date comes up. This seems worrying for others who might want to pre-order the packs but find that Amazon is suddenly cutting off pre-orders.
Not to go off topic but concerning the Zoro to Zolo thing, I remember awhile back there was speculation that the change was to avoid getting into legal trouble due Zoro's name being based off of Zorro. A similar thing occurred with some dubs for Lupin the Third movies were his name was changed from Lupin III to Wolf III to also avoid potential legal issues. So when did it become okay to go from Zolo to Zoro (and likewise Wolf III to Lupin III) without getting into legal trouble that caused to change their names in the first place?
Yeah, the Kuja really had me confused. Hancock, Marigold, Sandersonia, Gloriosa and Marguerite are 100% in there as their own cards, so I wonder where they'll be. The order for EX characters is so weird, since the East Blue packs are like one-two cards behind and Sabaody is still missing quite a few characters from the arc.
If the Whitebeard pack is based on the Marineford arc than it's possible they might appear in that pack as hold overs considering that Sakazuki appears in the Impel Down pack instead of the Whitebeard pack. Also based on the Supernova pack's numbers on the EX character card I'm guessing Rosward and Shalulia are 504 and 505 although I don't know which character is which number, I'm guessing they along with Charloss might appear in the Fishman Island's Powerful Enemies pack since so far Fishmen and Merfolk have shown the most animosity towards the World Nobles and that the core members of the New Fishmen Pirates (Hody, his officers, Hyouzou, and possibly Hammond), Flying Pirates (Vander Decken IX and Wadatsumi) and possibly the Caribou Pirates (Caribou and Coribou) will still leave some room open for them to appear. I'm also predicting Surume will appear in the Residents of Fishman Island.

He could be in the Whitebeard pack considering his allegiance to him and his friendship with Ace. It seems like most of Whitebeard's division commanders or allies will probably be EX characters since they only made sparse appearances during the war and lack full body shots that would make them card worthy.
I wouldn't be so sure EX cards will cover everything left. There's a lot of gaps in the Sabaody area, and it's pretty obvious every saga is gonna take at least one more pack anyway.
Also I think the ID pack may still have a Pacifista in it. Redon seems to be using the revealed covers of the packs for his lists, and anyone would be forgiven for getting thise two mixed up from just a head shot. Lack of Jinbei is surprising and slightly frustrating tho. Does he get a Strawhat number or not, damn it!
I was going off of Redon's initial post and thought the ad he was referring to was an actual list with names and not a picture of the packs themselves.
It appears that EX cards, for the East Blue saga at least, are behind when it comes to the arcs that the packs are covering since the one for the Masters of the East Blue was still covering characters from the Romance Dawn and Orange Town arcs respectively. It appears likely that the Arlong Park EX card will probably cover the Syrup Village and Baratie arcs. So I have to wonder if the Kingdom of Alabasta's EX card will still be covering the East Blue saga?
Thanks Redon, the Impel Down pack precisely seems very promising. Two admirals, Kuma, Ivankov, the BB pirates and the ID Staff all in one pack? That's a lot more than I expected.

I was going to say it doesn't seem like there is going to be an EX card in the ID pack based on the sixteen characters listed but Amazon lists the page count as 34 whereas the Arlong Park pack is 32. Also it seems that the Jailer Beasts are EX characters as well (which may possibly mean no Minochihuahua :sad:). It also appears that Amazon messed up by listing Pacifista instead of Kuma.
I also get the feeling that the EX card in the ID pack will likely cover the remaining characters from the Sabaody Archipelago arc (like Disco) and some of the Kuja, since the numbering (with the exception of the Straw Hats) are based on when they appeared in the story, yet the major Kuja characters (Hancock, Marigold, Sandersonia, and possibly Marguerite and Nyon) don't seem fit in any pack since there is no Amazon Lily based pack.
While I do like the book-like format, they kinda fall off over time anyways. The whole point of the book is to rearrange them how you will, so go for it!

Thing is, Kid and Apoo are said to have a devil fruit, but she isn't, she's only referred as a mysterious ability user. Maybe there's some reason why they don't specify it's a devil fruit, but I find it odd it's described so mysteriously. Though really, I think there aren't that many more reasonable explanations for it than devil fruit.
Blue Deep confirmed that the Supernova's (with the exception of Killer) were Devil Fruit users in their DF Chapter. I'm guessing they're restating it in Vivre Card in case this is the first databook that some fans have started with but have possibly never gotten the Blue Deep book.

As for the color code:
It seems odd though that the post-timeskip Straw Hats aren't yellow though since Luffy and Zoro have "Worst Generation" on their cards.
I've also noticed that the Buggy, Black Cat, and Krieg Pirates (and Alvida) cards have an orangish color on them and the Red Hair Pirates have a dark red color.
Feels as though they should have waited with the Supernova's and just released their cards with the arcs they reappeared in rather than releasing them now when some haven't had the names of their DF's revealed.
It seems odd that Shakky's card is blue, when she used to be a pirate now that green is being used for retired pirates as well (such as Zeff and Rayleigh).
Also it appears that based on Mihawk and Law's cards if a character has Armament Haki (or in Shanks cause Conqueror and Armament) than they seem to know Observation Haki as well.
Patiently waiting for any info since it's Oct 4th in japan now. Also if this set does not reveal any DF names for the remaining Supernovas I doubt the other sets will have any info on the unnamed DFs too
On the one hand it is odd for them to release a pack surrounding them early when at the time only two (Law and Bege) had their DF's named. Not to mention they are supposed to be major players in the New World. However Oda also revealed the name of Akainu's DF in an SBS considering now that he is the Fleet Admiral of the Marines so it's possible. I don't expect the DF names for the Jailer Beasts to be revealed, considering the last databook didn't reveal them as well.
For the skill cards, it's pretty obvious they're for characters, not devil fruits. The one we have already is Monkey D Luffy Skills, not Gum Gum Fruit skills. Ace and Sabo can both have a card with flame flame powers. Likewise, it wouldn't shock me if all the Strawhats, even the fruitless majority of them, get a skill card as well.
And for Supernovas/Camie, I imagine that with characters who don't have enough info for two cards, the look chosen is based on where the most convenient art is. Camie's post timeskip appearance reveal also features the mermaid quintuplets in a way that would be hard to edit out, with three of them in front of her. Meanwhile the equivalent shot from before the timeskip only required a little editing/redrawing for the bit of her tail that was behind the odabox. Similarly, all of Bege's full body shots from Sabaody are super zoomed out, so it makes sense to choose more cooperative art from later in the story. We'll probably be seeing a lot of these compromises of convenience going forward. (Our preview of Law's skills card does give an example of compromise, with his pre-timeskip appearance being used there since it didn't make it onto the main card, which is totally something they could do again with other characters.)
One remedy for the pre/post-timeskip appearance issue would be to show pictures of their pre/post-timeskip appearance on the back of their card. For example on the back of Law's card is his appearance at Marineford (although it's just his head) a similar thing could be done for Camie. With Impel Down pack it appears that they will be using the main staff's post-timeskip appearances based on Magellan's image, however they'll probably use Saldeath's pre-timeskip appearance since his post appearance is shared with Sadi, unless they share a card, which might be unlikely since you can tell which characters will have solo cards (which is SBS drawings of the characters as children or what they would look like if Iva used Emporio Onna Hormone on them).
The facr that Luffy's skill card had a four digit number should have given the game away on its own. Over a thousand characters is easily doable, but the same number of skill cards? Nah.
What I think is interesting is getting a skill card instead of a pre-timeskip one. I suppose there just wasn't enough to go on to give Law a whole other card for that period, but still…
Goes to show how much we still have to learn about how this set works.
Just because the first skill card was listed as "0001" doesn't mean that I thought there was going to be 1000 of them that's why I pointed out the similarities between Law's card and the Ope Ope no Mi card. However a new question arises for potential skill cards especially if they release ones for the Mera Mera no Mi, Gura Gura no Mi, and Soru Soru no Mi since all three have been eaten by two different people does that mean they will have to separate cards (although for the Soru Soru no Mi it seems likely that only one card will be released for it focusing on Big Mom since Carmel was only shown using one technique for it).
For the Supernova's they did appear late near the end of part I (although it's odd that four out of the nine are getting their post-timeskip appearances) and if they just used their post-timeskip appearances with a before section like they did with Koby, Alvida, and Helmeppo I'd be okay with that. But Camie's card is her pre-timeskip appearance and her only major appearances were Hatchan's cover story, the Sabaody arc, and the Fishman Island arc. Which means when they get around to the Residents of Fishman Island pack it could include her post-timeskip appearance, which would be odd since story wise her only major role in part I was during the Saboady arc.

I thought the skill cards where separately numbered from the character cards based on the black box in upper right hand corner. But with the with this new card and the fact that it shares Law's number 518 and the yellow color on his card that does make it part of the character (to me at least since I'm arranging my cards by number and have moved the Gomu Gomu no Mi card from the back of the binder to after the Luffytaro card).
Also Amazon is only listing the kindle version of Vol. 4, is there another site listing the physical version?

I suspect that maybe the fishmen can understand animals languages (like Chopper), surely the animals of the sea:
- Kokoro (mermaid) that speak and understand the language of Yokozuna,
- in the Davy Back Fight Kapoty (fishman) the same,
- Arlong speak to Momu and the "cowfish" seems to understand perfectly.
I recall Crocodile saying that communicating with fish was a unique ability of Fishmen (but that might have been a mistranslation and he meant Merfolk). If the latter is the case that would mean Jinbe is the only Fishman so far to display this ability.

While I realize the cover does reveal the line up for the Supernova pack it seems odd that they release an official one for the East Blue pack, but not the Supernova one.

Seems odd for Merry to be absent from this pack or possibly being regulated to an EX character, the card could give details as to when he became Kaya's butler or when designed the Going Merry. Maybe he'll appear in Arlong Park pack due to the fact that they didn't have enough room in this pack.

It's for the characters who have some quirky speech pattern, catch phrase or things like that. Chopper shows him rudely taking a compliment, Brook asking to see panties, Alvida asking who is the most beautiful in the world, Buggy flashy. I have no idea what Koby's supposed to show.
I see, thanks for the clarification and for also for pointing out that Alvida had one as well. I'm predicting Vergo, Caesar Clown, and Jora will probably have "Tone" on their cards. Vergo's being various food stuff stuck to his face and his tendency to misremember things (such as the fact that he's not a swordsman or forgetting that he didn't buy a camera), Caesar Clown's comical face faults whenever he is shocked, and Jora mishearing things (believing she was called a mermaid princess, supermodel, etc.).
Sorry if this has already been brought up before, but looking at the preview for the Supernova pack I noticed that Law and Keimi's cards also have a "Tone" area on the front alongside "The First Person" and "How to Laugh". Going back over the cards that came with the binder Chopper, Brook, Koby, and Buggy's cards also have "Tone" on them as well. The Kanji under it translate to tone, but can also mean verbal expression, which seems somewhat odd since I thought most characters have some sort of verbal expression.
Ahh right. If that's the case, I'm now also inclined to believe that Reload is the second folder.
I'm also guessing that if there is a pack that comes with the binder it will likely be for cards that they couldn't fit in other packs due to the 16 card limit. Based on the list Artur posted it's unknown were the Kuja, Foxy Pirates, Skypieans, and Shandia fit in. The last pack before Reload is the Skypiea's Greatest Enemies packs which I thought might include the Bellamy Pirates (to mix in the Jaya arc), but there is no Inhabitants of Skypiea pack, instead it's a Blackbeard Pirates focused pack (which might be a pack that covers the Jaya arc).
I believe it was stated earlier in the thread that the folder could hold about 400 cards.
The ad said that over 400 characters would appear in one year and one of Redon's posts said Vivre Card was a folder "with card files, around 400 card files." (later information clarified that the binder would not come with 400 cards) not that the binder itself could hold 400 cards. I don't recall if any source confirmed the binder's card capacity.

What if Reload is the next binder? It's the only release in March and by that time they will have released 191 cards (not counting magazine and event cards that will also be released in that time frame). I'm not certain what the card capacity is for the current binder, I just got mine today and looking at the space the starter pack takes up I'm guessing the card amount the first binder will probably hold is 200 (rounding up).
Going over the East Blue pack it seems apparent that either the Usopp Pirates (Piiman, Ninjin, and Tamanegi) will be one card or they'll each have a separate card and Patty & Carne and Sham & Buchi will be doubled up respectively. I'm leaning towards the former since Patty and Carne being separate cards makes sense since their cards will likely say if they originated from the East Blue or another sea and what they did before they became cooks at Baratie, but it seems odd for Sham and Buchi to be separate since their histories will likely be the same (unless it's revealed they joined the Black Cat Pirates at different times).
If you look at the starter set cover all of the cards are shown in the cover so i dont think sentamaru and kizaru will appear in this set maybe sentamaru will appear at the fishman island part 1 set with the fake SHP and kizaru will be on the marineford along with the other admirals so i dont expect aokiji to appear at the water 7 set

I'm predicting that the Smoker and Tashigi cards in the Arlong Park pack will likely be their post-TS appearances, which will likely give the Punk Hazard pack room for more characters.
Maybe the Impel Down pack will reveal whether Magellan and Hannyabal possess Armament Haki. Both of them are the highest ranking officers of Impel Down and have likely had to deal with prisoners who possessed Devil Fruits that might have granted them defenses against more conventional attacks. Also Crocodile, a Logia user, was concerned about Magellan approaching the break out group's position, indicating that he might have possessed a means to bypass the powers of Crocodile's Suna Suna Fruit and the fact that Hannyabal was able to beat both Buggy and Mr. 3 despite the others ability to split apart and produce wax respectively.

I was thinking they might use the post-timeskip appearances of the Impel Down Staff (since it doesn't seem likely that the Straw Hats will have to revisit Impel Down in the future). Although with the three cards already confirmed, plus the five main staff members (all will likely have separate cards), the Jailer Beasts likely being one card (Blue Deep didn't reveal their Devil Fruits, so I doubt this will as well), plus the five level 6 prisoners that joined the Blackbeard Pirates (assuming they're not one card, since aside from dealing the deathblow to Whitebeard, they haven't done much story wise and I'd think they'd want to keep their histories a secret until they play a much bigger role in the story), plus an EX card possibly covering the Level 2 animals, I'm guessing Ivankov and Inazuma will be in a different pack.
Interesting that Law's card is so post-timeskip focused. Maybe the Reload pack will have pre or post timeskip alternates for characters with a big enough change to warrant them. And I suppose also, we know Law is getting a second card with the fourth volume of the magazine, so they could be making his pre-skip design that one. Slightly disappointed that Sniper King doesn't get his own card as well
I hope the 15 - 16 card per pack limit hasn't backed the team into any corners regarding character and card choices, like forcing group cards or EX characters for people who could stand alone, or cutting out pre or post skip cards for ones who have enough info and development for both… We'll have to wait and see!

Maybe Reload will also include characters that don't fit into specific packs. Since I'm not sure which packs the Kuja will be featured in. Maybe the Impel Down and Whitebeard packs might have some, although if they do the ones that would likely get cards would be the Gorgon Sisters, Marguerite, Sweet Pea, Aphelandra, and Nyon.
Sandersonia and Marigold might be one card since aside from age difference their histories don't really deviate from one another and they could find away to fit both of their Devil Fruits into their DF section and have their names next to one they ate. Marguerite, Sweet Pea, and Aphelandra could be one card as well, although Marguerite could get her own card since the Green databook revealed that Oda originally wanted her to be a Devil Fruit user and the fact she ran spent more time with Luffy in the story aside from Hancock.
So pappug and camie has different cards and it seems kizaru and sentamaru didnt appear maybe they will appear at other sets. also disco wont appear on this set maybe an EX card
The east blue pack also merry which ould end up as a EX char and yoasku and johnny i guess they will either appear at the arlong park set
I think the reason Pappug will be a separate card is that it will further elaborate in his timeline: when he learned to speak, when he started the Criminal fashion line, meeting Keimi, and than the cover story and events at the Sabaody Archipelago. Also Kizaru and Sentomaru might appear I only count 14 characters on the pack.
The Supernova set is somewhat confusing since the cover shows both pre- and post-timeskip appearances for some. It makes sense for Law and Bege since they've played major parts in part II, but Kid has yet to do so (unless he is meant to appear in Wano), and I not certain about Hawkins since his facial features didn't seem to change much in two and half years. Now I'm wondering why Law's pre-timeskip appearance is on the cover if there is no card for it?

I don't know if this was discussed already but are there any forecasts or hints if this databook and the cards are going to make its way to the West and Europe?
I really, really like the idea and the cards but there's no real sense in importing japanese cards with information I can't read or understand.
So far in the US Viz has not localized any of the databooks. In fact Viz's track record when it comes to localizing supplementary material is kind of spotty. For example they only released the first fanbook and third databook for Naruto, the first fanbook and two databooks (Masked and Unmasked) for Bleach, etc.. With this book's format and the fact that it's covering part I and II this would seem like a good opportunity for Viz to localize it without having to release the other books. But I'm guessing they're not going to seize it.
Seems kind of odd that the Supernova pack will have the pre-timeskip appearance of Killer (and the others that haven't played a significant role in part II yet), but will have the post-timeskip appearances of Law and Bege. Hopefully it'll have their pre-timeskip appearances as well just to balance it out (just as the starter pack had the pre-timeskip appearance of Luffy and Zoro). Yes, I definitely see Punk Hazard including Monet, Vergo, maybe even Baby 5 and Buffalo, etc. WCI is still a mystery to me, but I assume great part of the siblings will be included in Ex cards or their own sub-cards (like the Fake Straw Hats), I highly doubt we're gonna get 85 separate cards for all children.
Oh definitely, several who don't have Devil Fruit powers will likely be doubled, tripled, or in the case of quintuplets (with the exception of Opera) quadrupled up. Possibly by if they share the same father such as the quintuplets or possibly Citron and Cinnamon (as a I suspect they along with Smoothie share the same father due to all three being half-long leg).
Hopefully something like the One Piece magazine might do a full layout of the Charlotte family giving a definitive birth order of the children and which ones full-blood related as most of the children are half-brothers or sisters due to them having different fathers.

First pack I'm looking forward to is the Marineford one. I'm guessing it's mostly gonna be marines and they're always interesting to learn about.
Based on the fact that it's being released in December and matching it with the Japanese name on the list, it's likely the Whitebeard pack. Although I'm guessing only few of his commanders will get cards (as a majority of them briefly fought and could likely be a card similar to Fake Straw Hats or an EX Card). I don't know if they'll cover all of his allies though and if they do, it'll most likely be Squard and Oars Jr. (possibly Jinbe) as did more in the arc compared to the others. There might be some Marines, but I'm guessing some might appear in other packs like the Supernova one (mainly Kizaru and Sentomaru), Akainu will appear in the Impel Down pack, Smoker and Tashigi will appear in the Arlong Park pack, among others. I remember Scotch's character list mentioned two unnamed giant Marines, so hopefully we will get some names for the Giant Squad.

I going to predict that Reload might be a re-issue of the starter pack, for those who might have gotten into collecting the cards later and got binder without the starter pack (or in-case some of the cards are damaged you have extras). Considering that 32 are released each month (as two separate packs) and Reload is the only pack being released in the month of March and has the most cards (the ads said 32 although technically it's 31) basically making it a double pack.
I'm also guessing that the Punk Hazard set will likely include some Dressrosa characters as well (possibly some Doflamingo Pirate members based on the character list Scotch posted) while the other two cover the gladiators, citizens, and the rest of Doflamingo Pirates. But will two packs be enough to cover the Whole Cake Island arc, based on the amount of characters introduced it feels like there should a pack for the Charlotte Family (that covers the events of the wedding/assassination and subsequent pursuit of the Straw Hats by the Charlotte Family and Big Mom Pirates).

That's a good point. I could see characters like Ivankov and Inazuma being there like you said, but it makes sense they'd include some Marineford characters to even it all out. It still seems odd for the Fake Straw Hats though, but maybe they were originally a retail only release but it was changed down the line due to the backlash?
The Fake Straw Hats being released as a promotional might have been a mistake on someone's part (not certain if it's Shueisha or the various stores that gave them away). Also as you mentioned that it's heavy implied that the packs are not random and if that's the case I can't imagine that they would add the Fake Straw Hats at the last minute to make up for the mistake. As I predicted earlier promotional cards are likely alternate costumes for the Straw Hats and possibly movie characters that were designed by Oda, I don't think they'll be characters that were introduced in manga. In fact I'm guessing the Law card in the fourth volume of the One Piece magazine is likely how he appears in the Wano arc (and the Supernova pack will likely be their part I appearances).
Interesting to note that the Fake Straw Hats are coming with the November sets. Those are supposed to be the Arlong Park/Impel Down sets, how come the Fake Hats are included there?
I think the reason the Impel Down set has some weird choices (such as Akainu, Pacifistas, and the Fake Straw Hat Crew) is probably due the fact that the main staff is five members (unless they include Shiliew) and I get the feeling that the Jailer Beasts will likely be one card (it's unknown which staff members might be doubled up as well).
Also a majority of main escapees will be featured in other packs (Buggy is already in the starter set and the Baroque Works members will have their own set), leaving Ivankov, Inazuma, and possibly Jinbe (assuming he's not in the Fishman Island or Whitebeard sets due to his connections to them). They could include the Level 6 prisoners that joined the Blackbeard Pirates although they could also be one card as well since the only notable thing they did in part I was show up near the end of the Summit War to deal a group death blow to Whitebeard and I doubt the cards will give away new info on them until they play a bigger role in the story. Also they could be featured in a Blackbeard set that covers part I.
There was a translation for Koby's card on another forum and it says that he became captain before the Summit War, which seems kind of odd as I thought he became captain during the Straw Hats two and half year absence.

That is very reassuring for us poor importers (yeah I caved and ordered one). It would have felt pretty odd to do Fishman Island Saga sets without putting those guys in anyway, but confirmation is nice. Luffytaro and Zorojuro might get reprinted for the Wano packs, but the best sign of that will be whether other named disguises like Lucy, Sniper King or, to a much lesser extent, Mr Prince get their own cards too.
You're not alone I purchased the Luffytaro and Zorojuro cards (for $2.50, just the cards were being sold). I looked up the Fake Straw Hat Pirates on the proxy buying site I usually do business with and on Yahoo! Auctions the current bidding price is 600 yen ($5.40, which is also the buy now price), which I'll pass on now that I know they'll be in a future pack.
Based on the message though it seems that they'll be in the Impel Down set, not any of the Fishman Island sets. Which is an odd place to put them in since only Demalo was arrested and likely sent to Impel Down.
I wonder for the character voice section, if a character has been voiced by different voice actors (for various reasons) will it acknowledge it or will it stick with their current voice actor. The only one that comes to mind to me is Smoker who was initially voiced by Ginzo Matsuo (which was his final role before his death in 2001) and was succeeded by Mahito Oba.
