Well, over the den-den mushi, they thought Luffy was their captian at first. So I'd assume that they're pirates rather than prisoners.

If the samurai is there to hunt the dragon, why are there other people there too? Smoker said that no-one should be on Punk Hazard, as it's been closed off by the government for four years. Yet Luffy obviously caught a distress call from a group of people that were there. And how did they get there, with the island surrounded by a sea of flames? Looking forward to getting answers to these questions.
Why do people keep mentioning Akainu and Aokiji? Smoker said himself that Punk Hazard has been off-limits since an incident 4 years ago. Note that Akainu and Aokiji fought during the timeskip, which would have been 1-2 years ago.
Also, I can imagine Smoker using his DF power to fly over the flames and pursue Luffy. That was what Nami's new ability made me think of.
My theory.
Punk Hazard = VegaPunk Hazard. I think the name alone confirms it, as well as that it's seeming like a run-down abandoned lab of sorts.

That was what I heard too, but I also heard 13. Then I realized that every episode is made up of two parts, so maybe each one counts as a single episode. That would make it 13 episodes long. Which is disappointing.

Is it safe to assume that the haki Coby has now is color of observation? It did imply that the haki he got from the war involves sensing people.
