Filler.

Since Toei couldn't fit any actual filler arcs into Skypeia, they stayed behind the manga by adding scenes and extending them. If you thought it was dragging or was boring, that's probably the reason. Plus… IMO, the animation for Skypeia was pretty bad. :x
