After read the chapter 550 I was thinking, I supposed as the majority, that it doesn't matter, Luffy or Whitebeard are going to arrive at time to save Ace, but what if they won't arrive at time? What if Oda planed that they won't arrive? Did anyone think about it?

I dont think so. If Ao Kiji didnt stop them the first time, it was because his sense of honour. And if Ao Kiji didnt stop them this last chapter, I think that it is because it wouldnt be fair that he tried to caught them after Luffy and others are tired after their fights.
