Why Luffy cant do gear second on survival mode? And Ussop, i cant do sogeking combo. Why ??? in boss rush and survival mode

hey guys !!! Is it true that Unlimited Cruise SP europian has only part1??? I just bought the game, is very good (i have beat and 2 episodes in my Wii) and im very sad when i read that not have part 2 due to lack of capacity from languages. This is ridiculous because the game is 2 GB and a 3DS card max capacity is 8 GB. (for example revelations is 4GB). Namco is UNACCEPTABLE.
By the way is it true guys?
