I would be leaning to believe Moria is the weakest, since he was so weak he was deemed to weak by higher ups to continue his title

Playing the animal with two backs is a way of saying sexual intercourse and regarding Hancock and Moria's relative fighting strength to each other, that is a matter of personal opinion so far. Personally, I put Crocodile and Moria on the lowest tier among the Shichibukai (not saying they're weak, just that overall, they are the weakest among them (they're still among the elite)) while I put Hancock and Jimbei in the middle tier (with Kuma, Doflamingo and Mihawk in the top tier).
Your giving Kuma alot of credit. I would put Hancock in the top three, and Kuma in middle.
Kuma was not only injured by a supernova, but also Ivankov. Not to mention it took all the Strawhats to take on a Pacifista. Hancock was taking them down left and right. In addition Boa Hancock, Mihawk, and Doflamingo, are the only shichibukai not to receive any injuries.
