That's the conclusion I came to. It makes no sense that logias could easily let seastone bullets pass by them, if so they could avoid almost any form of sea stone.
As has been said before, Crocodile phased through regular bullets; the gaolers with Prison Bullets were sent to Level Six, just as the team made their way to Level Four.
And I could have sworn the term "Prison Bullets" has been used before. Am I crazy?
Didn't the WG use Prison Bullets on Buggy and Alvida in Loguetown? Or maybe it was the net. I've heard different sources alternatively use either Prison Bullets or Hell Net for that scene, though both the net and the "strange guns" are always mentioned. In any case, they used something specifically designed to incapacitate Devil Fruit users, that much is consistent. Seastone coating for the bullets seems to make the most sense, if these "Prison Bullets" are indeed specifically made to take down Devil Fruit users.
As for Impel Down not having Seastone weapons, what about the obligatory Seastone cuffs for Devil Fruit using prisoners?

imo gaol bullets are just an advanced version of a bullet, a more conical or dynamic version than the current round musket bullet. Think of it as how bullets became more pointed over time.
Simple, he dissipated into his sand form just as the bullets were about to hit. They blew through sand instead of hitting a solid body, and therefore didn't stick in him like they're designed to. Seastone needs constant contact to keep the fruit user incapacitated, hence Seastone handcuffs.
What's the deal with "Gaol Bullets"? Did they explain how they differ from normal bullets already?
I belive we've seen them before, under the name "Prison Bullets". They're bullets made from/tipped with Seastone, to incapacitate Devil Fruit Users.

That makes sense, though I have never quite known exactly what Okama means: half the time I think it's a term for gay, other times it's a term for a transvestite, other times I think it's something more subtle then that. Bah, this is confusing.
Also, I want to put myself behind the popular theory of Luffy turning into a woman, just because it make a certain signature even funnier for it.

Access to an infinite supply of an easily moldable substance that hardens stronger then steel? If nothing else, the applications in construction and such would be amazing, so long as it's not used to make stuff that needs to withstand heat.
