Does anyone think that with Akainu as fleet admiral, one of the major changes he made in the Marines was to re-instate certain retired high-ranking officials?
That could explain the emergence of Z, and maybe this blind guy is also one of the older admirals?
So even if he is an admiral, but he wasn't seen at the war is because he was in retirement at the time, it can also explain a surge of new and powerful characters.
