Well the Malcolm X thing would be a perfect comparison actually.
Malcolm was a good guy, he just fell into what was essentially a black supremacist cult, and frankly knowing those times bad things though he would preach you can't hardly personally blame him. His father was killed by the KKK among other things.
And even there he did good by being just this strong image of black defiance and respectability.
When he converted to real Islam after Mecca he dropped the cult and supremacist bullshit, and we were left with a noble strong willed man.
That could be a good Jimbei narrative.

Luffy has always looked skinny and goofy most of the time, then his badassery - and muscle! - is brought to the forefront in key situations. Look for this as early in the series as him punching Mohji's face in. That's the way he's supposed to be. That design fits perfectly with his character in general. He's not meant to be buff and badass (almost) all the time like say, Zoro or Ace. As the guy above me said "a goofy person with an inner badass" sums him up to a T and his design just goes along with that. It probably won't change any time soon.
It might also have something to do with his rubber composition.
