I feel like Oda's not as involved in the decision making process here as we think he is. There have been several places where easy information -like fruit names- were left blank. If Oda had a big hand in this project, this sort of stuff would have been filled out easily. It could be that the vivre cards aren't really planned to be future-proof and only represent the current state of the manga.

RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Aren't you the one regularly claiming the manga does not treats Jinbe as a SH?. because not being treated as a SH doesn't matter here, you still get to be where you're supposed to.
Jimbei was a done deal ever since the end of FI. I'm annoyed that he isn't portrayed as such in the manga, but the writing's been on the wall for a long time. The cards hardly spoiled anything by lumping him with the strawhats.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
if you're proposing she should have two different numbered cards, that's hardly happening, not even the main character does.
That's only because no character so far has had their status change after the cards were printed.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
So When does the Carrot databook card come out? I can't wait to see who is right and who is wrong (though I doubt even that would be enough to sway her fans)
I doubt Carrot joining the crew would be announced with the cards. That's too big of a spoiler to be revealed anywhere but in the manga.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Noted, but he's had two years after already having made such breakthroughs (and according to Sentomaru, there are upgraded ones even beyond what were seen prior to the Time Skip), it's not a stretch to think he could have made some impressive advances even beyond that.
He's been working on Kuma for a long time. If he wasn't able to mimic his fruit then, I don't think an extra two years would be enough, especially when he didn't have access to Kuma for study that whole time.
I agree that different workarounds are possible though.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
If Vegapunk managed to duplicate the laser ability of Kizaru, is it far-fetched to think that in the 2 years since, he might have, at least to some degree, duplicated Kuma's Nikyu ability? That doesn't mean Kuma would have to have 'died' and had his fruit recycled, but it could present an issue for the Revos trying to figure out which one is the real him if the other Pacifistas have similar abilities to the original. That is, if saving him is still in the realm of possibility, or if Kuma going through all of this wasn't just intentionally done from the start, like being a sleeper agent.
There's a diference between a scientist recreating a laser after seeing one, and a scientist recreating paws that somehow reflect literally anything (even concepts) and can create bear paw-shaped bubbles. Kizaru's power is very straightforward, while Kuma's power is super esoteric.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
I even went back to check out if Kuma still had his paws on his hands and damn gloves, well there's a lot of time and thankfully the Reverie plot has Kuma's fate in the eye of the huracan, so whatever happens to him, we'll get to know thrughout Wano's arc.
Kuma was using his powers in Marineford, and his alive/dead status hasn't changed since then.

RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Pretty sure #12 will be a 2-sword user to round out Brook using 1-sword and Zoro using 3-swords.
I think 12 will be Tama. I don't think she'll join the crew in the story, but the whole Ace promising to let her join his crew when she's older is too juicy for Luffy not to take Ace's place in the promise. If Vivi can have a "former-strawhat" tag, then Tama can have a "future-strawhat" tag.

Any discussion on whether Jinbe was joining or not should be dead the moment this happened:
It's not some TOEI animators who has access to Oda notes, we are talking about JUMP editors openly saying Jinbe is a SH. If there is anyone in the world who knows what Oda is doing and plans to do in this manga are those guys, if they make something like that it's a statement.
For some reason he is not treated as one within the manga itself, but for every purpose outside here we can already see him as having joined already.I get what you're saying, but the manga trumps all. Oda still not treating him like a crewmate leaves the possibility of him not ultimately joining annoyingly open.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Could you please send a link to me to the Jinbe card?
Missed a lot? And what numbering has he got?
http://www.apforums.net/showthread.php?t=49887&page=45
Its in the second hidden part of Redon's post. He's #10. Interestingly enough, Vivi was listed as a former-strawhat and is given the number 13, so naturally this gave rise to a lot of discussion about who would be #11 and #12, because previously it was thought that 12 and 13 might be the ships.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
@LUFFY#1:
wait is jimbei not in the running anymore or do people just assume he already is part of the crew?
The cards name him as an official strawhat, even though the manga doesn't consider him one. We're just sort of letting that play out. Most of us think he'll eventually join at some point.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
So update me… Who besides Carrot is now in the run here around?
Tama has a non-trivial shot. Although there are quite a few things that directly come into conflict with her joining.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Buggy was unsure about the hat and I'm sure he has a bigger connection to Shanks.. The hat is a regular strawhat it doesn't hve recognizable features from what we know.
Yeah, but Whitebeard recognized it. I'm just saying that if Blackbeard said something like: "Wait… A straw hat... Didn't Shanks use to wear one?" I wouldn't be too surprised.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
I don´t think BB is aware of the connection between Shanks and Luffy
BB fought Shanks back in the day, so its conceivable that he'd recognize the hat. He hasn't mentioned it though, so maybe not.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
@uniaka:
I think vegapunk will give the next nakama. But not himself, one of the weapons he makes, like the object eating fruit. Like Lassoo, Funkfleed. Mybe with a bird model or reptile.
If that were to happen, it wouldn't be a new nakama. It would just become part of an actual strawhat's arsenal, like Zeus is to Nami.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
You've only joined recently so you don't know but even after fishman island when he said "I'll join , I'm just gonna break things off with Big Mom", people started immediately speculating that he would die, in order for Oda to buff up a Yonko
-
This account may be recent, but I was on this forum from a bit before Blackbeard made his appearance at Marineford until mid Punk Hazard. I wasn't too active, but I posted from time to time. Then, I forgot my password as well as my ancient email account so I just lurked for a while until this whole Carrot debate motivated me to make a new account. I am well aware of the "jimbei-will-die" theories.
-
Most of the "Jimbei-will-die" theories are based on his statements that he would be willing to give his life for Luffy. So I don't see why you're bringing this up in order to prove that his devotion to Luffy was in doubt. It proves the exact opposite.
-
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Literally nothing? Like literally?
If someone took volumes 67, and 91 and compared them side by side, would they be able to tell that Jimbei's status with the crew had changed even one iota? I don't think so.
Jimbei's devotion was in question forever. Even after all the events of Fishman Island and Jimbei spelled out very clearly that being captain had no allure for him people were questioning if Jimbei was willing to "lower" himself and follow Luffy. Everyone during the war was trying to protect Luffy with all they had. For many readers Jimbei was just another ally in the crowd.
Lolwut? Jimbei makes so many absolutist statements of loyalty towards Luffy that it actually became a running joke for the characters in the manga. And Jimbei was the only one standing by Luffy when he grieved for his brother. He's the one who put Luffy's psyche back together. They didn't have to think for sure that he would join, but anyone who thought Jimbei was "just another ally in the crowd" clearly has no reading comprehension.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
I think Jimbei's not being vulnerable to Big Mom's lifedrain as a sign of devotion to Luffy was pretty significant.
Jimbei's devotion to Luffy has never been in question. He purposefully took a blow from Akainu to protect him.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Otherwise he is a Strawhat, Luffy said it, so it's a done deal. Why this unnecessary discussion.
We're sure he will be a strawhat, but he literally isn't one yet. The intro page is the clearest demonstration of this so far, Oda said "these are the strawhats" and then didn't include Jimbei.
The sad fact is that despite everything, literally nothing has changed in regards to Jimbei's crewmate status since the end of FI, almost 300 chapters ago.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
FWIW, I highly doubt that Oda himself has much or anything to do with the character list at the beginning of each volume. The seems like something editors would do (kinda like the data books). So I don't think that's the thing to latch onto with Jimbei. As far as the actual content of the chapters (the primary source) is concerned, Jimbei is the crew's helmsman.
Does Oda also not have much to do with the colour spreads?
Also, you can bet that if Oda thought Jimbei had fully joined, he would have told his editors to change the intro page. Or an editor would have double checked with him. A new crewmember joining is kind of a big deal.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
If this doesn't confirm that he is a strawhat idk what else will convince you.
See, when that chapter came out I thought that he had finally joined there for sure, but the manga didn't treat him like a strawhat after that.
–- Update From New Post Merge ---
I think it's just the bounty.
Robin had a higher bounty than Zoro when she joined. I don't think this is too much of an issue.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
he is in the crew and therefore a Strawhat.
Oda literally wrote down a list of the people in the strawhat crew at the start of the book and Jimbei wasn't on it.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
As far as the manga goes, Jinbei is an official Strawhat.
What? No, that's the whole problem, as far as the manga goes, Jimbei isn't an official strawhat. He isn't in the intro page and he isn't in the colour spreads.
–- Update From New Post Merge ---
I could have sworn there were some like reptiles or elephants or something. Maybe those were anime only.
You might be thinking of the gentleman Croc from WCI. He was a crocodile infused with BM's power, not a mink.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Oda better have a damn good reason for jerking us around like this with Jimbei. I actually thought it was finally settled since he was placed with the strawhats in the cards, but I guess we're not done with this yet…
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
@.access:
I would prefer her to never appear again than to have to call her Karrot.
Thankfully, VIZ would keep calling her Carrot for consistency's sake.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Well, my mistake then. Even though they're the same letter, there's still a phonetic difference like you said.
Just like there's a phonetic diference between Chopper (tsh) and Carrot (ka).
And now that I think about it… Its very possible that he would actually end up spelling her name with a K considering how much she's a play on Goku (Kakarot).
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
In general, I don't give too much weight to the "All Strawhats Must Have a Different Hair Color (except for the half of them that have black…)" argument, but I will point out that Vivi's hair is a darker shade of blue than Franky's, at least in the manga version.
May only be a slight difference compared to others, but possibly enough to differentiate them on the color spectrum.
And Carrot's hair is lighter than Sanji's.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
I mean, look at Carues number, doesn't make too much sense.
Crue is placed with the Whiskey Peak cards because that is the arc he first appeared in.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
How do we now whether they are the only ones?
Because there are no ship cards yet, and there aren't any open slots for certain crews' ships. What number would you give the Oro Jackson, or the Red Force, for example? The closest open spots are 12 (before Vivi) or 73 (after Johnny and Yosaku). It makes more sense to me that the ships just won't get cards, or at least won't get numbered cards.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Unless Carrot's sulong form becomes her default form
Whis is this suddenly a requirement for her to join? 90% of the arguments for her joining were formulated before chapter 888. Sulong isn't the basis of any reasoning for her joining.
or the official spelling of her name starts with a K, then she's not joining.
Roronoa Zoro - Robin.
I know that sounds shallow, but sharing the same hair color as Sanji…
It makes sense to me that the second most common hair colour in OP would also be the second most common in the crew.
Before anyone asks and says "well, what about Luffy, Usopp, Robin and Jinbe?", black is technically not a color on the visible light spectrum.
Lol, what kind of asinine reasoning is that? It's still a hair colour, who cares if it's on the VL spectrum or not? Also, you forgot Brook.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
You are putting meaning in there I did not intend, and have explicitly said multiple times now I did not intend.
Shift isn't reading any additional meaning to your words, he's just (very slightly) not happy with the meaning that was there. There aren't too many ways to interpret "If you are right, then its a complete failing on Oda's part compared to every crewmate prior." If you want to clarify that statement, go ahead, but I think we'll still have the same issue with it.
If it came across that way, I am sorry, but that was NOT what I was saying or intended.
Don't apologize. This is hardly the first time somebody on this board said that someone's theory would be shit writing. Hell, I'll say it right back: If Carrot doesn't join after all the time she spent in the crow's nest and after Pedro told her that the Strawhats need to be protected, then I think Oda fucked up at some point when writing his story.
–- Update From New Post Merge ---
Last few pages are tl;dr but more importantly, Bonespitter still in the game. He's our cabin boi.
This chapter debunks my leading candidate: ponytail samurai shilouette guy. So I'm really interested to see who this could be.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Because I'm not insulting anyone here latching onto the character,
Ok, but you did essentially say "Carrot supporters right = Oda phoning it in". You might disagree with Shift taking offense to that, but you can't say that that's not what you said… because you did say that. Him taking offense does not change the meaning of your statement. I'm taking issue with you saying "That is not what I said. At all.".
–- Update From New Post Merge ---
Also, unrelated to the current argument:
As of this chapter, Nami is more of a ninja than Tama.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Oda is FANTASTIC at delivering sad tragic sacrifices that shock or make you cry, and making you want to see characters succeed at their dreams. He manages that with me almost every single time, including the stories I've read many times and have ingrained years ago. It's one of his absolute greatest strengths and has been since the start. "Don't waste food." "Your leg!" "Those are my children." "When does a man die?" "Do it with a don!" "Smile and laugh, dereshi." "I have no regrets." "Thank you for loving me." "The children are watching." And Pedro is just kinda… is he dead?? I guess so.
This didn't really happen with Jimbei. The big emotional dynamic of his flashback happened with Fisher Tiger and Koala (also Otohime). Jimbei was just sort of in the background reacting pretty much the same as all the other fishmen. I expect that a similar thing will happen with the inevitable "new dawn" flashback.
Also, I found this entire sequence to be emotional as all hell:
[HIDE]
[/HIDE]So just because you personally don't think it was very poignant doesn't make it an objective fact.
–- Update From New Post Merge ---
That is not what I said. At all.
Compare these two statements:
If you are right, then its a complete failing on Oda's part compared to every crewmate prior.
What Robby said, especially how Carrot supporters being right = failure on Oda’s part
How on earth is Shift misinterpreting you?
–- Update From New Post Merge ---
none of them expressed to be convinced by arguments provided here.
I distinctly remember 4 people in the previous thread that said they were convinced by the lookout collage. One of whom said that he hated Carrot, but that the sheer number of times she was the lookout was too much to ignore.
-
RE: Chapter 926: The Prisoner Mine
Man, Oda's really working hard to make the smile users more interesting than regular boring Zoans.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Agree that Tama would fit every criteria we made up for NN. She has a dream, is a girl, interesting ability.
She can't fight though. Luffy said that everyone on his crew could handle themselves, but Tama got kidnapped by random mooks several times. Also, Oda said that Usopp would always be the weakest strawhat.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Really? Don't you think Tama simply got the same position as Zoro in volume 61?
It could mean nothing, since Tama is the only new major character in Wano so far in that volume, but i think of some of the strawhats doesn't even appear in that volume but theyre still on cover, which makes it fishy all of them appearing together.
Zoro is in front, but he's still in a fighting stance like everyone else. Tama and Rayleigh are sort of just standing in front while all the strawhats are doing the actual posing.
People keep saying this, did I read a bad translation? From what I got, her goal was clearly to travel with Ace and join his crew, and Ace set up a condition that she has to become a "enchanting" kunoichi, which Tama agreed upon in promise of joining his crew next time they meet.
Whatever the case, it's still something that she definitely intends on doing. I doubt she'll just drop it after Wano is over.
[HIDE][/HIDE]
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Are you implying that Tama is a lolicon?
I think you mean "loli". A lolicon is a pedophile.
I think this is pretty interesting as well, could be a coincidence but worth taking a look at anyway, both Jinbei and Tama appearing with the whole crew!
! https://vignette.wikia.nocookie.net/onepiece/images/7/74/Volume_91.png/revision/latest?cb=20181122031117https://vignette.wikia.nocookie.net/onepiece/images/8/8c/Volume_64.png/revision/latest?cb=20131108225027
It reminds me more of the vol 52 cover with Rayleigh:
[HIDE][/HIDE]
Both are standing in front of the crew rather than being more integrated with it like Jimbei was.
–- Update From New Post Merge ---
For my part, I have a hard time seeing "Beast taming" as a particularly interesting skill set (at least for this series). If used as O-tama's primary fighting/problem-solving ability, it leaves very little opportunity to display personal growth,
Especially since her stated goal is to be a kunoichi. That doesn't really mesh with her power.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
And break his promise to Shanks?
The way things are shaping up right now with Blackbeard getting involved, I wouldn't be too surprised if Wano is a much larger arc than we thought and Shanks got involved somewhere.
–- Update From New Post Merge ---
@.access:
there is no reason for each and every SH to necessarily have fighting abilities.
Luffy once proudly said that no one on his crew was unable to take care of themselves. It doesn't mean that they all have to be monsters, but they should at least be able to deal with fodder. I don't see why he would go against that.
–- Update From New Post Merge ---
An apprentice isn't thought of as a normal member of the crew
No real point cutting hairs here. If they're sailing with the crew all the way to raftel, then they're part of the crew.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
This cover is definitely a snub for Carrot, but I don't think its any more of a snub than Jimbei not being in the colour spreads. Oda has really been wishy-washy with his possible new crewmates for a while now.
Also, this cover reminds me of volume 52:
[HIDE]
[/HIDE]What with the non-strawhat standing in the foreground with all the strawhats posing behind them. Its not quite the same as the "hero" covers where the future strawhats are put on the same level as the current strawhats.
But her being on the same level as Rayleigh (who became Luffy's mentor) pretty much confirms my initial assumption that she would become to Luffy what Luffy was to Shanks. Remember that literally the only skill we know she has is to weave straw hats. I suspect that by the end of Wano, Luffy will have given her his hat and she'll make him a replacement.
Also Tama has purple hair is pretty interesting. Do we have any characters with purple hair? Closest I can think of is Ivankov which is more of a blue-lavender color.
Like, half of BM's kids have purple hair.

RE: Chapter 924 : Ha*
Fishmen and Minks although have physical characteristics of animals, they have a human-like brain/intellect.
I don't see a reason why they shouldn't have CoC.But pure animals with animal intellect…I can't see them being born (since are born with it, they must have it when they were animals) with Conqueror Haki.
Because animals do not possess the same kind of willpower as humans do.
And if that was the case, how is it possible we never saw an animal possessing it?
No one among the Sea king we saw through the chapters? (if they were tamed by the CoC, then they obviously don't have it).
Or the animals were Luffy trained? It would be too far stretched if Kaido was originally a dragon born with CoC. It would be much more fascinating if he doesn't have it.
Harry Potter dragons are just big lizards, but actual dragons of myth are usually fiendishly intelligent and can speak. Especially eastern dragons. Dragons aren't just normal animals.
-
RE: Chapter 924 : Ha*
I can't not see Kidd not having a big role in the final fight.
One negative too much, I think.
-
RE: Chapter 924 : Ha*
Yeah, that moment when Luffy declared he is going to be PK and the next second Kaidou said "What King you wanna be?" was touchdown an epic moment… but i hope that Luffy won't powerup in these 2 weeks as it feels really really rushed if he can overcome Kaidou in just a 2 weeks worth of training. It felt a bit rushed with his CoO against Kata, but that is an experience-based improvement, but this is much more imo.
There's been a whole lot of buildup on Kaido being invincible in a 1v1. Its pretty clear to me that the focus of this arc will be a team fight with Luffy, Law, and Kid to mirror their team up on Sabaody.
-
RE: Chapter 924 : Ha*
Just noticed Kaido said Kidd has Conquerors haki too…. I thought when he was saying Kid, he was talking about Luffy
This gives us the interesting observation that: Law(will of D) + Kid(king's haki) = Luffy(Will of D and King's haki).
also how many parts can we expect???? and will there be intermissions?
If there are intermissions, it will be 3 acts otherwise there would be too much jumping around. If no intermissions, then I expect 5 acts like most real plays.
-
RE: Chapter 924 : Ha*
Could the mystery person in the cell be the former Shogun, Kozuki Sukiyaki ? Idk if anybody thought of this before (it's a common scenario), but instead of Oden himself, Sukiyaki could be a logic addition to this arc since he could step in when Orochi goes down and be a father figure to Momo until he comes of age.
Kaido wouldn't be searching for Momo if he already had somebody who could read the poneglyphs.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Sure but the question is does it concern carrot specifically more than any of the other minks.
Pedro singled her out specifically. He didn't say "there's a reason they need to survive", he said "You will one day learn why they need to survive". That's foreshadowing for Carrot, not just any mink.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Unless Big Mom and the pedro plot or something enters in during Wano, I don't see how this is carrot's arc to shine since she has very little stake in it compared to the other characters
As Pedro said before he died, she would one day learn about the new dawn stuff. That's probably going to be pretty important.
-
RE: Chapter 924 : Ha*
No one said anything about "death glare",
The sound effect says "glare" and Luffy looks super pissed. That's close enough to a death glare. It's not him just looking over at the cage with interest.
-
RE: Chapter 924 : Ha*
Because he doesn't see him and he sense his presence.
But why would he glare the moment he felt this person's presence? That person immediately helped him, so I don't see what Luffy would be angry about.
I just don't see why Oda would bother with creating those panels if Luffy isn't looking toward the dark cell.
Its to show Luffy's defiant spirit. Luffy is currently being put into a prison to torture him into servitude. It would be weird for Luffy to meekly let himself be put in a cage and only let out an angry shout once he's there. Luffy is fuming this entire time at kaido and it culminates in the shout at the end of the chapter. Luffy absolutely would be throwing death glares at Kaido's men at this point. He thinks half his crew might be dead. He would not be throwing death glares at a random person who is also a victim of Kaido. That just doesn't make sense.
-
RE: Next Straw Hat Crewmates (Vol. 7 - Wano)
Speaking of crew positions, the minibook Dive to Grand World from 2012 listed the ones that are "essential to a sea journey"(translated by Greg).
[HIDE]https://i.imgur.com/frJLCIZ.jpg?2[/HIDE]
Captain, First Mate, Navigator, Helmsman, Doctor, Sniper, Cook, Shipwright and Musician.
Now that all of them are filled, I think the last crewmember will have a special role that is unique to One Piece like Robin's.Was that made by Oda, or was that just a random jump editor compiling the ship roles that have been mentioned in OP.
Either way, that page omits cabin boy which was first mentioned in the second chapter.
-
RE: Chapter 924 : Ha*
I think that is exactly what Oda wanted to transmit, that Luffy either recognises the person or that it peeks his interest in him (probably sensing his aura/spirit/will whatever). I can't see why Oda would make that panel just for Luffy to glare at a guard, it's a waste of page imo. The guard thinks Luffy is looking at him but it is because the prison cell is right behind the guard, that is all.
thats just what the guard thinks/assumes, its pretty clear in that page that Luffy is looking towards Bone Spitter.
I agree. Whether that is because Luffy recognised him or simply saw the attack coming, that we'll see later.
Why would he glare at the prisoner? He might look at him, but there are very few people in the series that Luffy would glare at on the spot, and none of them have any business being in that cage. Considering the chapter ends with Luffy screaming in impotent rage at Kaido, it makes sense that he would be glaring defiantly at Kaido's men.
EDIT: the sound effect even says "glare"
