You know what? Danzo has been making good decisions all along. Pein would have left the village alone if Naruto hadn't come back. Sure, it would have been in shambles, but it would have prevented further casualties from that point (ignoring Retcon no Jutsu here.) Seriously, would Pein have stuck around and further trashed the landscape if his target was still prancing about on Frog Mountain? And of course everyone was begging for the triumphant return of their savior, despite the fact that the dude slaughtering them all would have up and left right then if he hadn't arrived.

That frog was a necessary sacrifice. Danzo for Hokage.
