I just figure that he called it an unusual fruit because his country is closed off and they are just not used to seeing Devil Fruit users. Doesn't mean that it won't be a legendary zoan or what not, but he seems to treat devil fruits much like the way some of the fish people at Fishman Island or Amazon Liliy did, calling them curses and such.
