He did admit that Luffy was greater threat, by saying that if Pica couldn't defeat him, then he wouldn't stand a chance against Luffy.
No, he didn't say if he can't defeat him but if it's all what he got, he can't defeat Luffy. Zoro thought that someone who wanted to take on his captain(Pica) was strong, so seeing his strength face to face, he was disappointed and started teasing him by saying with such power he had no hope against his captain in the first place.

Zoro and Sanji bickery is more brotherly related(i think Oda even said something like this). They are comparable in strength, but Zoro is the stronger of the two. Infact since the timeskip, Zoro is even more paralleled strength-wise to his captain than Sanji. He accomplish pretty much everything his captain does and sometimes even better than him
- Zoro has the greatest ambition in the entire crew strength-wise only below his captain
- Zoro is the only supernova of the crew besides his captain
- Zoro is the only character of the crew who trained with a top tier during 2 years besides his captain
- Zoro has better feats and hype than Sanji post-timeskip for a reason
- He is seen as a vice-captain by multiple characters for a reason(including a fanboy and a supernova)
- Zoro competes more with his captain feat-wise for a reason.
Even in latest chapter he seemed angry that Luffy was viewed as a greater threat than him

From an outsider's point of view this is less about strength than perception.
Sanji introduces himself as a cook, Zoro as a swordsman.
As swordsman isn't an official crew position people assume he has another function. First mate ticks the boxes so that's what people call him.Bartolomeo is the crew's ultimate fanboy, follow their adventures and knows them more than anyone. If he thinks Zoro deserves the be the vice-captain, it's because he finds him stronger. It's also from an outsider point of view that Marco is seen as the strongest commander when by ranking he isn't even above Curiel

They are both great and infact Sanji is more important for the crew than Zoro, but it's silly to think they are completely equals in strength even from a Sanji fan. There are too much hints implying Zoro's superiority. There isn't a great gap between them, but a gap exists nonetheless

Not just screentime, better feats and hype. Just look. Sanji gets molested in a short skirmich against someone weaker than an admiral when Zoro can stands his ground in short skirmich against an admiral. Zoro is a supernova and vice-captain of the crew, and has more ambition. Obviously he was destinated to create a gap. Oda is highlighting Zoro more than Sanji for readers to understand they aren't as close in power as they used to
