Pretty good episode, but Toei is making some really weird choces when it comes to budget. The first half until eyecatch had a pretty good animation when Barto revealed his true fanboy self, but other than that it was mostly lacking, especially the clash with Cavendish.
Then the second part comes and the animation is splendid, lots of amazing drawings and fluid movement, Luffy rarely looks as good as in this episode. The thing is, that all that happens in this part is mostly just talking, it's pretty important for the story, but when they have this extra budget for this scenes why not spend it on those that would make a better use of money? I don't want to come out as someone who only complains, but I never ceases to amaze me how bad budget management is. They don't need more money, only put a little more thought on how to spend it.The only reason I stayed this late to watch this ep were Barto scenes and well, they weren't amazing, but still well done. They didn't censore it as much as I was afraid they would.
Also, I noticed something that picked my curiosity - Barto seems to talk with the same quirk/dialect (?) as Duval (adding darabechcha or something to his lines, sorry I don't know any japanese). Maybe someone who knows this language could share a few words about it? -

I don't understand why everyone is claiming that the flashback lacked emotion. You weren't supposed to feel any. Every canon thing in this episode went exactly as it did in the manga. Whatever you felt about the episode wasn't the anime's fault but the content it was based on. If you were left disappointed then your expectations were way too high.
Ever heard about something like EXCECUTION? Of course we were supposed to feel bad for Chinjao, that's how most felt about this chapter in the forums. Music selection, seyiuu work, blood, art, pace and other little things- everything contributes to the emotiones portrayed in the episode. When you take out the voice actor work or music from a sad scene you'll be left with pretty much nothing. I'm surprised that you actually think that as long as the overall portrayed story is the same, the emotions are the same too. You can't be more wrong.
Flashback had a terrible pacing and music, showing Chinjao pointy head for god how long time, then make him search for his lost cone for like a minute, and then when time is needed to actually portray some emotions they speed things up and end the flashback.

that was a shit episode. Beyblade Chinjao is lame, hawk rifle didnt have fire on impact, no blood on Chinjaos forehead when he was trying to open the ice again, shitty animation and art, dragged on scene. Like wow, ending of Block B had decent animation and art but this is just disgusting.
I didn't even notice Hawk Rifle lol ;0

Pretty bad so far, very boring exchange for some minutes and then rushed flashback - it felt a lot more emotional in the manga.
EDIT: The second half is even worse. Zero tension in Chinjao vs Luffy, everything felt so sluggish, boring and stiff. They didn't do Chinjao justice in the anime, same with Luffy this fight. Lacked blood and emotions. Even the music selection felt really dull except for the epic colosseum theme. I didn't care for the Chinjao in the manga that much, so I'm not really mad, but it's a little sad that when main character finally gets to fight someone, the episode is very meh.
Well, looking forward for the next week, they didn't put any Barto spoilers in the preview or title, I really hope they'll make good job with this reveal, one of my favourites scenes in Dressrosa. -
RE: Chapter 749: Rascals attack!
Look how "pointy" and sharp Dofla face looks in chapter 0. It was always bothering me how Dofla facial parts there look so different than now or when he took over Dresrossa.
And now we get this "pointy" Doflamingo when Law is talking about Corazon. Could it be that the guy shown in chapter 0 is Corazon, not Dofla? -

All eyes are on Fujitora right now. Him just staying and protecting citizens of Dressrosa doesn't make any sense, is he planning on defending them forever? Fujitora has to act, he knows that he is the most powerful guy on the island right now. The most ideal thing to do would be allying himself with Luffy and the rest for now, then making some moves together. Someone with such perception should know that Luffy doesn't mean citizens any harm, but there's just no no way he'll just protect the citizens and simply leave things to the pirates he doesn't even know without speaking to them. I don't think he cares about Flamingo status anymore, now that he showed everyone his true maniacal side.
If by any chance he joins this stupid Doflamingo game and tries to hunt the wanted guys to stop the bloodshed, then he I'll lose every bit of respect for him (and I have a lot of it for Fuji). He's probably really pissed off at Dofla and he can't contact Sakazuki.

I want Barto to beat someone significant like Diamante, I thought that he'll tag with Rebecca at the arena and both of them will take him down. C'mon Oda, he deserves it, we probably won't be seeing much of him after Dressrossa, let him shine. I don't want Sabo to steal all the spotlight, even though he's cool.

As others pointed out - it's hard to say anything other than medicore about this episode, and that's disappointing in a way since we had 2 animation directors. Previous episode had more highlights and didn't drag like this one. It was so amazingly stupid how Elizabello was still warming up for like 2 minutes after Dagama's defeat, open for every attack and yet everyone just looked and waited till the last second with the attack. A lot of time was wasted this episode, shame that they didn't expand some Barto stuff, he didn't really get much screentime this episode. He never really gets it to be honest.
