NONE of the above will join the Strawhat Crew. It's sort of obvious. If every friend of Luffy would join the Strawhat Pirates, then we'd have to put Coby, Vivi, that old man at Jaya, Franky family, Tom's workers, the survivors at Thriller Bark, Hacchi, Caimie, Ivankov, Inazuma, etc. and etc. non-stop.

As i thought, you were wrong, but, not totally. Rayleigh said Luffy to avoid overusing Coc until he has brought it under control. And, the risk is to overpower even innocent bystander around him, but, as we can see when he uses Coc on Fishmen, he can control it pretty well. So, he doesn't need to avoid overusing it ;)
