This has to be the most confusing post I've seen in the game section for a long time.
I mean what do you propose? give everyone special abilities until they stop sucking only to have all the perks taken away. What the hell kind of motivation is that towards trying to get kill-streaks or anything else for that matter.
Just imagine applying that logic towards everyday life. The world would stop turning…
I'm purposing that they try to balance the game better. How about if you get kill streak and get your guided missile the person you just killed for that streak gets their own defensive perk to try and prevent the guided missile.
Why are you trying to compare video game logic to real world logic? You shouldn't need a reward for everything you do. I think you just kind of proved the argument of today's gamers being a bunch of needy crybabies. If they don't get a reward or a trophy/achievement for doing something they think it's stupid and don't want to do it. What ever happened to just having the pride value for doing something? Call me old school but I don't need to be congratulated by the game every time I do something correctly.
