Oh for goodness… if Lucchi were the Boss, it'd would've been revealed from the outset. There would be point in revealing something, that would be so ridiculously obvious to all of the readers a few chapters/voumes later.
Oda is keeping that man a secret for a reason, whether it be Spandam, Aokiji or even Pandaman, this shadowy boss figure will have some sort of impact in chapters to come. That is why I sincerely doubt, it'll be someone like Lucchi, whose position has already been well established in the manga.
Lucchi = field commander, most likely 2nd in charge of CP9

I think I didn't see it, maybe the pigeon is in his human form and he is the one who sits across Robin. and maybe he is the boss :P

Interesting theory, but we can't possibly determine if Hattori is there or not. Because there's a shadow covering Lucchi's/mystery man's upper body in that panel & Hattori's usually pearched on Rob's shoulder. So… you might not see him, but that doesn't mean he's not there. :huh:

I could be way off, but I'm beginning to think that Spandam is actually the CP9 boss. I also think he is a Zoan Fruit user Panda style. I know it seems too obvious to be true, but the guy does have the Panda markings on his face and we have seen other Zoan users before who have some sort of animal features in thier human form which correspond to their power. Miss Merrychristmas in particular comes to mind though there are others. I would think this could be how Lucchi learned how to hone his Jaguar powers, though Lucchi is likely far more powerful than Spandam ever was (a Panda isn't a carnivore either).
These two both talk in a similar manner about their whole concept of justice and whatnot, of course it could be that Spamdam and Lucchi both simply answer to the same boss. But to me, unless Oda kills off Spandam before the end of this flashback, I think its simply inevitable that he will return in the present time, and as hellbent as Spandam is on getting this Ancient Weapon, it wouldn't be too surprising for him to be the one calling the shots.
But I do know how Oda likes surprises…

We know that Spandam will fail to get the blueprints. I think that there's to possibilities: Spandam will be killed by his superiors for failing, and causing such destruction without results. Perhaps the events will be exposed as his doing, or at least to some extent.
Seeing as how Cp9 is based on Spandams ideals: "fight fire with fire (the blueprints)", and "Sacrifices for the sake of justice", cp9 is most likely linked to Spandam and his actions.
Perhaps Cp9 was created in order to perform Spandam-like actions, with no chance of being exposed. They're not supposed to exist after all.
My guess is, Spandam trained Cp9, and supervised their infiltration of water 7. -
It could be Spandam, if he managed to convince his superiors to give him another shot at the blueprints.
Or maybe it's the pigeon; never trust a bird who wears a tie.
Or better yet, it's Pandaman.
I don't know about the Aokiji theory though. Although he did make a comment about Water 7 and seemed to be heading to that direction.I don't think it's someone we don't know. I mean, all of the CP9 were people that had already been shown earlier in the arc.

i think maybe kokoros a possibility but i still am going for the pigeon theory. if you look at lucch in beast human form the pigeon is still there. either that is one brave pigeon or its the boss of cp9.

It doesn't matter if it's obvious it could still be true. After all, Pell and Chaka were introduced as "the falcon" and "the Jackal" (at least in the Danish version), and after Pell revealed his powers in vol. 19, it wasn't hard to guess Chakas.
I'm beginning to think, that the Gorosei themselves taught CP9 rokushiki. After all, they seem to be at least former warriors, judging by their scars, and of them has a sword.

I think its Spandam personaly. I can see him as the sneky type who can turn a filer into a postion of power. It could be he failed to get to blueprints, but implied he was close but needed more time and speclist's, which leds to the creation of CP 9, which he then heads. It hink Spandam is perfectly capibal of maniupluting his boss's into giving him a postion of power even from failer

Spandam might really make sense actually. We don't know for sure that CP9 actually existed at the time of the flashback. It could have been created by Spandam who seems to have an idea of Justice that includes attacking other government officials for the "Sake of the Government" and Justice, sounds like CP9 to me, murdering for the sake of the Government and Justice.

[snapback]9770[/snapback]That's possible. Though that would depend on just how often they report to that person. A Gorosei just can't disappear without warning too frequently, fi that's who they're speaking to.
Spandam's actually a possibility in anotehr way I didn't eralize. if he always wears face paint, it' sless likely his real face is recognizable. He could easily live in Water Seven without anybody being the wiser. Or come and go as he pleases as a result. It's always bugged me that Oda made a point of momentarily washing off the face-paint. Something about it is likely supposed to be important. But the question is how?

So far, it seems Spandaman is one of the few characters in OP when wounded…seems to KEEP all his wounds (He looks beaten up pretty bad), such as missing teeth etc...

well, keep in mind that CP9 is, at its core, an intelligence agency. Field operatives, of course, need to be skilled fighters. But the brains behind the group, CP9's Handler, if you will, doesn't necessarily need to be combat trained. Spandam has proven himself intelligent and devious (he knew just what he was doing when he arranged for the Battle Franky attack). I'm sure he wasn't counting on Tom actually giving the blueprints to his apprentices (still a couple of wet-nosed kids in his eyes). Which is probably the only reason he never succeeds at getting them.

I still think it is going to be a new admiral that has yet to be introduced. Maybe not Blue Phesant, but one of the other ones. Imagine if Luffy beat one of them. His Bounty would easily be over 200 million. I don't think that Oda would make Luffy fight an admiral so soon after meeting Blue Phesant, but after Luffy and crew hopefully beat the CP9. The leader will show up at the next island they sail too.

I think it's Lucchi but I hope it's Spandman :P. The silhouette looks like there's a rim of hat and the nose isn't Spandam's but there is no way to tell though. It could be just Oda changing character design or the silhouette could be a bit skewed or anything.

Yoska, thanks for uploading that pic. Compare the noses and the shadows on the noses. The nose of "Mr. Shadow" in that pic is not Spandam's. It's Lucci's. You can see it is a thin nose whereas Spandam's is a big blob.

But Spandam's nose could look… "wider" (is this the correct word?) because he has this black color on it ?_? Same trick with they eyes, we are familiar with the black parts around Spandam's eyes, so the shadow-eyes remind me more if Spandam's than of Rob's eyes. Hm.(BTW I feel somewhat strange comparing Lucci with Spandam, hehe XD)

Hm.Nah, look at the bridge of the nose and the bone in the center. Check out the pic below.
The nose of Shadow Man is thin. That's what I mean. In Spandam's pics, that center bone that goes down the center of his nose is fat. Lucci's has always been thin. You can tell that the rest of Shadow Man's nose is thin based on the outlines of the shadow.
Also, keep in mind that this was before we knew Lucci was bad. If it was a new character, Oda could have just shown us this person. Everything was done to keep the suprise of Lucci being in CP9. Shadow Man is Lucci.

This brings back an earlier question. was Spandam permanently maimed by Franky's attack with the bat? If so, the nose could be in no way an indicator as he took a smack right to the face. Then again, it could be that is Lucci after all.

Spandam was in Enaes Lobby during all of this, he was the voice from the Snail Phone in chapter 344. Robin myby knew about Spandam and his operation so she voluteered with Lucci as her temp superviser while Spandam is the boss who orders through the phone. If that was Spandam, how did he get to Enaes Lobby without the Sea Train? In Chapter 339, the city was excuvated and the Sea Train was gone, how would he travel between 339-358?(Cut off the flashback sence).

It's completely irrelevant at this stage who was at that table in W7. My theory still stands, that Lucchi is definitely the one standing at the table & whoever the other guy is, be it, Spandam himself or someone acting as a go-between on Spandam's behalf, it doesn't really matter anymore.
Spandam has been revealed at the CP9 boss. Whether or not he was at that meeting, isn't (shouldn't) be an issue anymore, let's move on people. :)
