Croc won't do anything. He seems to be a little out of it. Maybe he'll be a…well not good person, but not against Luffy anymore. There's nothing really against Baroque Works now, just like CP9 except for Lucci. They were just two groups fighting under circumstances.

It's easily possible that they didn't know about Iceberg and Paulie yet, after all it's been less then a day. And it probably didn't matter about Sanji and Usopp cause they're pirates.
I'm someone who believes people just don't die in One Piece. Call me naive, stupid, or stubborn, I just don't believe characters who are named die. I'm not going to argue this, rather just wanted to state this.
As for who comes back…
Eneru: Not likely. That dude has found his utopia (or assume he has, we don't really know yet). Why bother going back to boring old inferior Blue Seas?
Kuro: He could, but he would suck. Honestly, Kuro makes a great East Blue villian, but would suck on the Grand Line. He lacks the power to take on Grand Line foes, and careful planning is somewhat useless in a place were unpredictable pirates rule. As cool as Kuro was, he's not a Grand Line dude.
Arlong: On the assumption he's alive, which could be wrong, I could see him coming back. Especially once the crew reaches the merman/fishman (I'm still confused exactly which species lives there or if it's both) island.
Krieg: I'd like him and Gin to come back. If they will is kinda up in the air. I think Oda himself didn't know. He made it sound like Gin was going to meet Sanji later, but at another point Gin says stuff that makes it sound like he's short on time. Maybe Gin is alive, perhaps he's dead or too sick to fight. Either way, Krieg is a toss up.
Croc: I have no idea. The whole Impel Down thing could be a way to end the story of the Baroque Works group, or it could be an elaborate set up for the next meeting of the group. I'd want to say Mr. 2 should make a 2nd appearance, but I see no reason for Mr. 1 or 3 to visit the group.

Don't jump the gun; Ener might be the most powerful villan thus far, but that doesn't mean there will be guys in the New World who couldn't take him out easily. Surely, Ener was outrageously powerful even by Grand Line standards, and if he had trained his Logia he could become a serious power; but that's not his style or his concern.
As of right now, Oda's introduced two characters who could beat Ener without trouble; Luffy and Aokiji. Croc might actually have a fighting chance as well, because although lightning would turn Croc's sand into glass, his hook would act like a lightning rod and attract any electrical bolts going toward him. If Ener ever got close to Croc, he'd just grab him and suck out all of Ener's moisture.

One of the covers, if I do remember right, had him smoking a cigar while grinning and thinking "I'm not leaving just yet" or "I'm not ready to go" or something along those lines.
That's not the thoughts and face of a man who feels beaten. Even in thier mug shots, Croc was smiling. This is a man who always had a plan for a plan for a plan. If he ways he's staying for a reason, than he's got a plan. It's actually one of the most interesting cover subplots that's still running imo, because what could he be trying to accomplish in a prison he couldn't do while running free?
Besides, does anyone really think Oda is going to leave Bon Clay in Impel Down indefinately? I mean, c'mon. We will definately be revisiting Croc's storyline in the future.

A lesson that Sanji has probably made a mental note of.
The cover stories have taught us something important: we never know who or what could be of importance in those things. For all we know Hatchi's mermaid is Kokoro's niece or something. It's all going to come back to the big revelation that Garp was Luffy's grandfather and Koby and Helmeppo got a little badass.
So far, as far as villains go, we've seen Buggy, Alvida, Hatchi, Morgan, Jango, Fullbody (sorta - he was a dick but he really wasn't evil), Wapol, most of the Baroque Works, and now Enel in the cover stories. Buddy, Alvida, Jango, and Fullbody have each resurfaced in the main storyline again. I would say that anyone who's appeared before could appear again at a later time.
Who knows? Maybe some of the past villains will reappaer and offer a truce. Stranger things have happened in the most recent chapters.
It'd be nice to see some old villains get re-introduced into the main story. Why should only the Strawhats develop/get stronger? Not Arlong though, because of the impact he had on Nami's life. I agree with the poster who said Luffy closed that chapter in her life.
But if he were to show up again, Nami should utterly destroy him with her new command of lightning.
I think it would pointless to bring back an old villian, simply because Luffy has exceeded them by far in terms of power.
Gear 2 could probably OWN them all together. If they do return to meet Luffy again, it will be certainly for a comedic purpose. Like Luffy OWNING an over-confident Crocodile or something along the lines.

The only thing that can beat eneru is something faster than a pissed off luffy whipping a 2 ton ball of gold from a mile away in a split second. Basically imagine DBZ like speed and power accopanied by a seastone weapon and or another grounded indivudal who can out quick enerus mind reading.
I could imagine marines in high tech rubber suits combatting eneru as well. What I'd love to see however is a sea stone sword wielded by Mihawk, Shanks, Whitebeard, or anyone alse who can split the sky with their speed.
I think Don Krieg had the most potential out of all of them, to make a come back.

unless i missed some idea in the story... but Lucci with a Rubber Suit on could own Ener... I dont think he even requires a seastone... he is too weak for that.
The only previous villian I'm expecting to return is Buggy… Partly due to his grudge against Shanks, revenge on Luffy and now possibly because Ace ditched him somehow. Also Oda stated in one interview Buggy is his fav. villian. Judging by the amount of sketches released on him and his crew in the early ne Piece volumes I think its obivous he is.
The others... I'm just going to say, if we see them, we seem them. Thats all it is to it.
I always figured in the beginning that Buggy would end up gathering the majority of villains together and creating his own monster crew to rival the strawhats. You can bet Buggy is tailing the Strawhats in the grandline for sure.
There are already villains who have guaranteed comebacks.

Only thing I'm hoping for is a DBF with Buggy vs Foxy ministory. Buggy wins and takes Foxy, those two deserve to be in the same crew. They're both crazy.

I can see Kuro reappearing. His ultimate seems stronger than the soru CP9 used. Members of CP9 become a renegade group, bang into Kuro, got owned by a Level Up Kuro.
