Maybe, maybe not – but it sure is funny. The moral is: be careful what you wish for. Besides, everyone's going to be looking for a really freaky-looking thug, not a stylish gourmet, so this actually plays into Sanji's covert ops subplot.
Oda has created a trend for Sanji to disappear in one place and re-appear someplace else, usually sabotaging his opponents in a critical way that assists the Straw Hats. For example, he and Chopper diverted Crocodile's attention long enough with the Mr. Prince ruse that he was able to walk in and beat up some bananadiles, strongarm Mr. 3, and help his nakama escape. In Skypiea, he sabotaged the Maxim and used himself as a meatshield, diverting Enel's attention so that Usopp and Nami could escape. In Water 7, he was the one who located Robin and trailed her onto the train, freeing Usopp and Franky in the process, though Robin refused to be helped at that point. At the Bridge of Hesitation, he took advantage of an opportunity to cause some mayhem and it worked even better than he though it would. The key point is it was all done on the sly. Sanji couldn't have accomplished any of these things if he wasn't being sneaky about it; i.e., without drawing attention to himself unless it suited his purpose.
Sanji is a man of mystery. His usefullness (to the plot) would be somewhat undermined if the world really knew what he looked like. Plus, Sanji has the really cool James Bond thing going, (except he never gets the girl.) His bounty picture is hiliarious in the context that he really wanted a bounty and got a crappy facial composite for a picture, but brilliant if Oda wants to keep Sanji undercover.
