Stephens translation on chapter 321 doesn´t speak of it being a message. Aokiji´s lines here go like:
"Let's call the stakes even… now that you've taken care of Crocodile for me. Plus... No... nevermind. That's just Smoker being stupid… Farewell..."
Here it is doesn´t like Smoker wants to deliver a message to Luffy, but that he actually reported something about Luffy to the Marine HQ what probably none of them takes serious.
What it could be? Well so far not even the slightest hint has been given about what it is. The only thing that can be excluded is that it is about Luffy being the one to take down Crocodile. The Marine HQ knows about what really happened (as Aokiji himself states above) so it has to be something else.
So appart from being able to take down a Shichibukai it has to be something else that about Luffy that has captured the intention of Smoker. And so far the only thing I could think of is that Dragon helped Luffy to escaped from Loguetown.
That could explain the "Smoker being stupid again" part. Dragon is a revolutionist who has far bigger aims then to care for small fries among the pirates in East Blue. So the general attitude could be like "yeah, of the biggest threat to the WG now deals with helping out pirates in Loguetown. Why don´t you just admit that you couldn´t capture this small fry by yourself, Captain Smoker?" Or something like that. Ah well, just an idea anyways. It´s just me being stupid again.

I don't think it has to do with Dragon, after all, Lougetown wasn't the last time Luffy ran in with Smoker, that was Alabasta. I figured something that happened before their last meeting wouldn't be something of importance.

Maybe he was reffering to a messege Smoker sent the World Government a while back...? I've practically ignored Smoker throughout the series, so I have no clue whatsoever.

But of course your view of OP is screwed up, with you skipping arcs and even dialogue so I guess when you said you "ignored" Smoker he was simply someone saying dialogue which you couldn't be bothered with reading.

I'm confused when did Private Zulen say that he was skipping arcs and etc?
Smoker is one of the most anti-heroes of One Piece, I just didn't look into the whole "message" thing too much so I thought that the message was just that Luffy defeated Crocodile.

Oh, no. Like I said earlier on the forums (And apparently what I'm famous for) is me not finishing the Skypiea, Davy Back, and the first 20 episodes of Water 7 arcs. I plan to finish them as soon as possible so Buuhan will stop harrassing me about it.

How could you not finish Skypedia and the Davy Back Arc? I understand skipping the first few episodes of Water 7. I just read the manga anyways I just started watching the current anime episodes since I want to see the fights animated.
Still though, that is totally evil to skip arcs, and I know evil. I'm a friend of evil, he goes by the name of Mr. Death.

Actually, I skipped the last half of Skypiea as well as the Davy Back Fight arc before I went onto Water 7 (I've read all of One Piece now, mind). But how he was saying is he skipped shit loads, as well as skipping dialogue of what he did watch/read, so yeah.

I didn't skip. I downloaded all of the One Piece's in priority when I dirst got into the show. If I had known they wouldv'e turned out to be this important, I would've watched Arabasta long after those.
