I miss Foxy with an undying passion. I hope he gets a cover story of some kind soon.
Besides that, I also miss Gedatsu, Hachi, and Mr. 2, although to a lesser degree.
Wapol.
Now that he is a wealty man and married with Miss Universe, he would make a quite interesting character to meet up again. Would he still remember Luffy?
(I suppose Wapol has some serious hidden charisma or he has to have more wealth than Scrooge McDuck himself to get a chick like her - I'm inclined toward the latter…)
Or Hacchan.
I think it's quite likely that Luffy and crew will someday bump into Hacchan's floating restaurant.
I don't exactly miss anybody, but given how Oda reintroduces seemingly insignificant side story characters in the main plot later I wouldn't be surprised if we saw Vice Admiral Comil as well as Camy the mermaid and her ridiculous sea star again, during the much anticipated fishmen island arc for ex.
I really miss Smoker. Last we saw of him was the end of Alabasta, we need him again.

Ooh… GIN! How could I forget him?
Gin really should make an appearance. I want to know what is he up to now.
I pick these characters because of how little we know of them or because of things Oda has left hanging for so long.
1. Blackbeard. Dude is a D, caused Wapol to flee Drum. No idea how strong he is and we've seen so little of him yet we know he is going to be a vital character.
2. Smoker. Has a message for Luffy, don't know what it is about. Not to keen on the WG but is determined to catch Luffy.
3. Buggy. A flashy bastard, has met Whitebeard before but don't know under what pretext yet. Was in the same crew as Shanks. Now we have confirmation of Shanks' status in the world, their former captain could of been someone big and Buggy holds the key to that answer.
4. Shanks. We know the dude is powerful but just how powerful, we don't know! I wanna know his bounty!
5. Bartholomew Bear. Same reason as Shanks. Has a huge bounty and is a Shichibukai but just what about him makes him hold suh a high position!
I really miss Carue, but I doubt we'll see anymore of him. Smoker is another person I can't wait to see show up again, he's an interesting character. I think Hachi might be shown again, possibly on Fishman Island, or just randomly on the ocean.
Oh god! No one miss Enel?! Enel! One of the greatest villains ever? And no one wants him to return? :O

For me its:
Hina, Jango and Fullbody, those three always make me laugh, and Hina is just plain hot.
Johnny and Yosaku, they make me laugh and i'm suprised they aint appeared in a mini story or anything yet
I am starting to miss Vivi too, bless her annoying shoutiness
oh and Krieg and Gin are another two I'm suprised we aint seen again, oh and Kuro.

I desperately wanted to see a Usopp/Kuro, Nami/Arlong or Sanji/Krieg deja vu moment in Impel Down.
I miss Tashigi. I wanna know how she and Smoker are going.

I miss Ace so much. I hope he makes an appearance again soon with all this talk about Luffy's family.

In no particular order:
Buggy, as well as Mohji and Cabaji. I love these three and would be very pleased to see them again.
Johnny and Yosaku. These two were pretty much the only reason that I actually paid attention to the Arlong arc.
Mr. 2/Bon Kurei/Bon Clay/Bon-chan/whatever you want to call him. I think that he's not only very interesting in appearance, but I also adore his personality and his little sayings. Also, he kind of stands for what I thought was one of the peak emotional points in OP.
Jango and Ironfist. Because everything is better with two dancing guys who are constantly failing at everything they do.
I miss Bellamy,cause I want to know if he's dead or not,and for some reason I miss Ohm,probably cause he's my favorite preist.
Upon further reflection I want to see Crocodile back, besides the fact he's the greatest villain introduced yet, I want to know why he let himself be arrested by Hina.
And Buggy of course.
The people I'd like to see back the most are Smoker and co and Buggy's crew. Oh yeah, and Blackbeard. But mostly Smoker, after the Enies Lobby arc I feel that people are forgeting about him.
1. Ace. The most awesome "Fire Fist" Ace needs to show up soon. He'll probably show up when the Strawhats take on Blackbeard's crew.
2. Smoker. What's up with this guy? After Alabasta, the only mention of him was from Kuzan.
3. Gol D. Roger. Wtfxup? Why don't they show his eyes? And why doesn't Robin know she's his daughter? (That's my personal opinion).
4. Kuro. I want a frickin Kuro vs. Foxy. Noro Noro Beam meats Bamboo Death Ladle. Ftw. Plus, since Kuro lost of his crew (Siam and Butchie killed, Jango deserted), he needs new officers.
5. Zeff. Short-lived character, but he did spend on the Grand Line. And he's got Red Hair… wait a tic....
6. Dragon. Wtfxup with this dude?
I mish Smoker too… sniff I even kinda miss Tashigi... kinda...

Wow, I had no idea that Bon Clay had so many fans. Adding to my personal list, I too would like to know the status of Mr. 9. I was quite fond of his design and thought that he was sadly short-lived. I always kind of assumed that he was gone for good, which was a real disappointment for me.

Woah! I forgot about Gin and Donflamingo! I want to see those guys again. Don needs to boss for a new arc, and Gin…well, I want to see if he's alive. Imagine how tough he'd be if he is--he didn't lose to Sanji after all.

Vivi and Carue - They were such a great part of the crew, it was sad that they had to leave. I understand why, but…I have to agree with the crew (sans Zoro and Robin). I MISS HER! :cwy:
Smoker - C'mon....best Marine character out there. He's badass and not quite as ruthless or seemingly corrupt as the other non-administrative Marines have been.
Tashigi - Zoro and her HAVE to meet again. Hopefully, she's not quite Robin-lite in appearance though next time she pops up.
Buggy - C'mon...not only is he the funniest of the major villains, but the most hardy!
Shank - Show us why you're famous, other than your ridiculous penchant for drinking and partying, you lush!
