Strong enough to be as powerful as the World Government and the Shichibukai combined, maybe a bit less if you consider that the Shichibukai are working under conditons and as such may not be perfectly cooperatie, thus they are weaker together than if theShichibukai were totaly loyal, but sitll more pwoerful than alone. Don Quixote DoFlamingo alone can contorl people.

They don't have to be as strong as the World Government outright, just strong enough to make any confrontation with them more detrimental than beneficial. The World Government may even use these four emperor pirates to help keep a sort of order in their domains where anarchy would otherwise take hold. Government forces already stretched thin would be seriously depleted during any effort to take them out, an effort which might take who knows how long of a campaign, and then the government would be left with even more territory to control with those diminished forces.

Stronger everyone than any of the Ouka Shichibukai or Admirals in the navy.

i think that, apart being strong the four emperors, they have a lot of pirates behind of them.
just like the two times we see shanks, in the island when mihawk appears and when they they are about to meet whitebeard, where we can see more than 200 pirates in that island. -
I think Falcon hit the nail right on the head. There's a balance between these three forces (marine HQ, shichibukai and the 4 emperors), meaning that neither can really attack one of the others, because it would weaken both of them and then the third party would become all powerful.
And as I understand it, Dragon is now undermining this balance. Although it would seem to me that Luffy is doing even more of that with the destruction of EL, but I guess we'll have to wait to see the fall-out of that..

Navy
Strength in Numbers, can watch over the entire world at once.
Shichibukai
Individual elites, that are not allowed to "legally" have a crew, and thus are handicapped in that they can only be in 7 places at once (currently 6). They also have responsibilities to the WG, but they are legal criminals, so they have the ability to commit certain crimes. While they inhabit a certain area where the Navy is also, generally they are stronger than the navy there (unless VA's and Admirals are involved).
Emperors
Illigal counterparts to the Shichibukai who do not have ties to the Navy. Due to the fact that they do not follow laws, they continue to have pirate crews, and thus are stronger than any one (or even 2) Shichibukai in any one area. However, they are limited to certain areas of the Grand Line, and they cannot occupy any one area for too long or they will have problems with both Shichibukai and the Navy.Marines Pros
-Strength in numbers, if they assess a danger, they can send a BC/crap-load of marines to take down either of the other 2 groups because of the sheer amount of strong and weak marines in their ranks.
-Can hold grasp over the greatest area accross the GL
Marines Cons
-Strength is spread out too far for any one area to hold enough strength to overpower the other 2 groups.
-The central strength figures (CP units, VA's, Admirals) are ussually on assignment, so they cannot simply move around and strengthen their units one at a time, so the spread out weakness continues to exist.Shichibukai Pros
-Stronger than the marines in whatever area they are currently in.
-Legal Criminals (which is any criminals dream)
Shichibukai Cons
-Aren't allowed to "legally" have crews, so they are weaker than emperors
-Have responsibilities due to their deal with the WGEmperors Pros
-Strength of Shichibukai (and beyond), but also have elite crews (whos members are sometimes as strong as Shichibukai ie: Ace, possibly Ben and Roux)
-Do not have to answer to anyone
Emperors Cons
-Since they do not align themselves with either of the other 2 groups (except Shanks/Mihawk but it's questionable) they cannot travel the entire GL freely
-Cannot gaurd over/Pillage over the entire GL, and thus leave those areas to be policed by the Navy. -
