I wouldn't be suprised if that was a good chunck of the reasoning behind slicing up the series. To be honest, I watch the dub just for the hell of it, and I thought even with the cuts Arlong Park took ages to watch. (this is with the hour block episodes once a week) I can understand why a little kid would get bored and want to move on, since younger kids, especially, have no patience.
Unfortunately, that's probably true. I have met even teenagers who think the plot of One Piece moves too slowly. Even in the dub.

I gave up on Dragonball Z back around the Cell episodes when they first aired. (which was YEARS ago) I just can't stand the series anymore. I tried going back and watching it when they aired non-cut a while ago, but I still hated it. I swear, sometimes a whole episode is one energy blast… thingy.

Sort of like what Saban did for DBZ's first two seasons: Cut out most of the talking and most of the first two eps to skip directly to the raditz fight...
But then again... Funimation kept some of the rather boring DBZ fillers (Like the Saiyaman saga, or the little ten days while they were waiting for the cell games episodes, etc) and DBZ did just fine, not loosing interest from the little kids...
Maybe if 4KIDS gave the fillers a CHANCE and see how the ratings go, they'd be able to really know if One Piece would loose ratings or not...

Most of the time… All dubbing companies remove blood from their children shows. That's not only 4Kids doing this.

It's fascinating. We complain that kids don't know the difference between fantasy and reality, and we also complain if anyone tries to make the fantasy world more realistic with stuff like bleeding-when-injured people.

Well, I've heard of exploding powder that can ignite when it hits the target/a firm surface. It may be something similiar to that. In any case, Usopp'd better be careful when carrying his shot.
It could be something like a packet containing a small amount of gunpowder and pieces of flint and steel– when it impacts, the flint and steel pellets smash together, releasing a spark to ignite the powder.
