Croc is one of the coolest looking characters in the series. He just exudes evil pimpitude.
I adore Chopper. Wonderful design, from tiny normal Chopper through all of the different transformations (defense point is awesome - the height of cuteness).
Bon Clay for his utterly over the top design.
Last, I absolutely love Nami's outfit at the beginning of Water 7 where she has the black shirt and the white tie over the short skirt. The tie just makes that outfit sooo cool. -
DoubleFinger, Bon Clay, Krieg, and Arlong. And normyk is right. Namis outfit was awsome.

All of the designs are awesome, but if I had to pick favorites, it'd be Doflamingo (an evil, menacing guy wearing fluffy pink outfits), Miss Merrychristmas (nobody would think of a short, fat lady as a powerful enemy), and Franky (just because).

I got to give it to Ace,Smoker, and Robin they look great

-Robin, with her cowboy hat and sphinx-like beauty.

Arlong, Crocodile and Kuro all radiate evilness through their designs, But I rather like Spankind as well. Toms' and Hiruliks designs were good mentor-designs , and Mr 2 and Franky are…Well you know.
Also, I rather like Wiper, Ener, Pell and Cobra.All the straw hats have great designs too, especially Usopp, especially in Boxing coach mode.

Crocodile! The scar, the face, the hair, the earring, the cloth´s everything is just so darn cool on him. Yay for Sir Crocodile! :)

EVerything about Wiper was awesome. He kinda had a Namor feel to him.
And Pell. He looks weird, but in a good way.

Ace:His tattoo and his hat was awesome.
Smoker:His costume great and what that say "Justice" cool too.
Zoro:A badass swordman who use 3 samurai sword(I like samurai).
Luffy:I just like him,I can't explain. :P
Robin:Same reason as Luffy. :P -
In no particular order: Sanji (Especially loved his jacket on Drum,) Gin (Just his clothes, and his weapon. Not him himself.) Kuro (Guys in Suits, slicked back hair, with glasses plus the cat paws) Vivi (from Laboon all the way through the her leaving with the nakama sign on her arm), Robin (Unique, with the whole Cowboy hat and the way her nose is styled,) Tashigi (Love the outfit and glasses). Oh, and Chopper.

I really like Chuu's for some reason. I also like Kaku, Robin, Smoker, Crocodile etc.

Tashigi's clothes just beat the hell out of everything else. Jango is pure fantasticness in a bottle, too.
There's also something about Shanks (Especially in his later appearances) that oozes coolness.
I keep wondering why he suddenly grew leg hair, though…

Yeah, I agree about Jango's style. I also liked Fullbody, with his literally iron fists.
Shanks just radiates awesome. I wish we'd see more of him.

I also forgot a few from Skypiea: Shura, Gedatsu, Ohm, and Ener. I first saw them in a picture someone used as a sig, and it was insanely badass. Satori's….okay.
Physically, I think Shanks looks better now, but those party pants I dunno about.

Ener and Shura. I hate Shura as a person but his clothes are cool. Ener is just super cool. I don't really like Paulie's outfit. From the back he just looks weird.

All of Foxy's main crew. They're all such FREAKS!
Enel was great, super-cool pants and he had the drums and earlobes going for him.
The Square Sisters! Offbeat and sexy designs.
Wapol and his robe and enormous metal mouth really stood out too. And I liked Chess's look, although he wasn't a terribly interesting character in other ways.
Others - Mr. 2, Arlong, Miss Fathersday, Hacchan, the phone snails.As you can see, I like the strange designs the best.

Ah, I totally forgot Robin. That simple plain shirt she wore when first boarding the Strawhat ship is still etched in my memory.
Hell, all Robin outfits just plain kick ass.
I also love the way Nami looked back when she first appeared.
Oh, oh, and Usopp and Sanji's outfits on the cover of the first Color Walk.

Well, obviously he's one of my favourite designs - something about that style of outfit combined with a sword from an entirely different culture... and I just love the Marine officer coats.
Apart from him, I'd say... Shura, Arlong and the four of CP9.
