Who are the CP9 and what do they do ? Because I can't find any translated One Piece manga and where could I find them

CP9 are a covert black ops unit employed by the World Government. They were deployed to Water 7 for the sole purpose of obtaining the blueprints to an ancient weapon called Pluton.
They are trained in a martial art called 'Rokushi' or Six Style.
The following moves are: (as I can remember)
Tekkai (Iron Chunk)
Shin-gan (Finger Gun)
I can't remeber their Japanese names:
Storm Kick
Shave
Wind Jump (?)
That's as much as I remember

"Rokushiki" is their style, and the moves are Tekkai, Shigan, Geppou, Kami-e, Rankyaku, and Soru.
It's a huge spoiler, so you'd be better off not knowing. And….not asking for scans.

Shigan - The Shigan, or Finger Gun, is a single strike to a point on the body using the index finger. The force of this blow is almost like a bullet, allowing the user to stick a hole right into somebody's body. Only someone immune to blunt force (i.e. Luffy) can withstand the attack without serious injury.Tekkai - Iron Mass. This technique makes the user's body hard as iron for an instant, allowing him or her to withstand nearly any attack used against them.
Soru - Shave. Allows for a brief rapid movement faster than the human eye can perceive. CP9 agents will use the technique commonly to get in close enough to use Shigan.
Kami-e - Paper Picture. If Shigan allows someone to sting like a bee, Kami-e allows that same person to float like a butterfly. When using it, even the bulkiest of men will flutter about like a piece of paper n the wind.
Geppou - Moon Walk. The user of this technique can kick the very air istelf, propelling them into the air.
Rankyaku - Storm Leg. A powerful kick or series of kicks with enough speed to cause a Kamaitachi (or air-cutting) effect.
