for me it was 006 - Desperate Situation! Beast Tamer Mohji vs Luffy!
and it wasn't even for either of those characters, damn Shu Shu kicked ass
I can't really say but I'm pretty sure I got really hooked during the Kuro arc.
Can't remember the chapter or epi correctly but it was when Sanji broke Luffy & the crew out of the prison during Arabasta. From that point on, I watched the rest of the enitre arc in a day.
Oops you meant hooked, well I would definitely say the Don Krieg arc.

Kuro arc. Both original Japanese (subbed) and DubPiece. For some reason, I always cry during the end episode of the arc. Kuro was a damn good villain, and I hope Oda brings him back.

Chapter 4 I think. Zoro holding 3 swords was purly awsome.
The Kuro arc. Yay for butlers.
The end of Rogue Town. Upon further review it's weird I kept on buying a manga I though was ok but nothing too special for 12 volumes, but once Smoker, Tashigi, Dragon showed up, Buggy returned and the crew escaped to Grandline, I was hooked.
The fight with Krieg's crew. I had never heard of One Piece at that time, and I only bought the English SJ for Dragon Ball Z, but as soon as I saw Luffy's fight with Krieg and Sanji's fight with Pearl, I became hooked and wanted to learn more about the series.
The specific panel where Gin shattered Pearl's shield and demanded to fight Sanji himself.
My brain went over and never came back.
I started off watching K-F, so for me it was episode 37, right after Nami's past.
I could have sworn we had this topic already. Oh well, can't find it.
I got hooked when Arlong park was brought down.
That was also the first episode I watched.

I decided to "keep watching it" during the Buggy/Luffy fight, and each arc after that made it "still worth watching." I wasn't really hooked until the Arlong arc.
Seems it was Arlong that hooked most people.
It was damn near instant for me. As soon as I saw Luffy stab himself in the face, I knew I was in for something good… I just didn't know HOW good!
It was the moment I first read the little convo between Kaya and Kuro about how he did all that stuff just so he could kill her. That had to be the first real powerful moment for me, and even though I wasn't really hooked I knew I'd probably be reading OP for a very long time.
 
From the minute I read the first chapter. -_o
Right after the Arlong arc was where I knew I would stick with it. Alabasta officially made it my favorite shonen manga ever.
Shank's sacrifice in the first chapter, then reading books 1 - 5 of the English version a few weeks later in one sitting.
One of my buddies download the Kaizoku sub of the Arlong Park arc and was watching it at school on his laptop. I started to watch it with him and noticed that some red headed chick was stabbing herself with a knife in the arm. I just got hooked when that whole scene finished and Luffy placed his straw hat on Nami's head. Then when Luffy stood up from the rubble and screamed that Nami was his namaka, man I actually cried a little.

Hahaha yeah that was a pretty badass moment. 
For me, the manga was recommended to me by a friend (who has similar tastes as me in manga/anime). I enjoyed it a lot from the beginning, but I think it was around the Krieg arc and Zoro's fight with Mihawk that I couldn't stop downloading chapter after chapter. @_@
For me it was the episode where Luffy stops Nami from stabbing herself and goes off after Arlong
you kinda see that he has been sitting and watching and waiting for her to come to him
I got hooked from the very beginning, though mind you I started watching the dub until Arlong Arc, I didn't even knew the sub existed til then. I just transferred all my love to that instead and rewatched the first part of the series again once I finished catching up.
The arlong arc is when one piece got deeper into the story it was emotional and by far one of my favorite arcs.
Well, since it was the first manga I have ever read, it was (and still [duh..] is)
But the arc that made me love One Piece so much was the Arlong, Baratie, and Roguetown arrcs..
When I started out reading OP, I was tied between it and Shaman King for favorite series. They both captured my love of goofy humor and unique characters very nicely, and were dead tied.
Before I was following Viz, and I must have reread the first 6 volumes 10 times when I finally got sick of waiting and googled One Piece Manga for the heckuvit. And, lo and behold, I found this place. Ever since my admiration has only grown and grown.
Arlong Park, that was the moment I knew I would watch this series until it would end.
I always knew I would love the series from the first chapter, but I think that I decided I would stick with it when I read about Zoro's past. Heck, it might have even been when he was first introduced. And then Robin's past way later in the series made me officially never stop reading until the series was completely over with nothing left to say.
I truthfully can say Sanji is what got me hooked. I had skipped over OP in shonen jump because the art just looked to goofy since the May issue of 04' but I finally got board and read it about 3 or 4 issues later and I've been loyally hooked ever since the first chapter of the Baratie arc.
i remember the exact moment i was hooked.
It was when Sanji first showed how powerful his kick was, at Baratie.
Nami's flashback really got me more interested, but it was the revelation that Vivi was a princess on the run that really got me saying "oooh this is getting good!"
From that point on I was hooked.
From the moment the SH got on the grandline is where it really started to sink in for me.
I dunno about you guys, but I was hooked from episode one, I just… liked it, it clicked, Episode one, then two... a few months later, and here I am at 276.
The minute that guitar solo played with the first shot of Zoro.
But seriously, I'd have to say Loguetown.
because i stumbled upon it somewhere in the middle of little garden, it was the episode in which luffy dragged nami and sanji to the castle at drum.
during those moments i finally realized something that hasn't left me to this day.
even though i couldn't understand a word of the dialogue, seeing how i watched it on a german channel, and my german skills are somewhat limited to "lederhosen".
