Was it mentioned who Tom recieved the blueprints for Pluton from? This has been bugging me, but I'm a little too lazy to go look up the chapters.

I've had the opposite thought from you.. Mermen are known for destroying ships.. in fact they don't really need ships.. so why is Tom such an expert as a merman? Isn't his job the opposite of his cultural heritage?

I think mermen could use ships. It'd be the difference between walking to vermont and driving there.

T-Bone is also known for destroying ships; does that he mean he doesn't really need one to get around?
Yes, they need ships (I doubt Arlong would bother with one if he didn't). A ship is not only a way of getting where they want to go in relative safety (the fact that they're a fishman does not necessarily mean that a Seaking will see them as anything other than the latest snack to come its way), but is faster and less tiresome than swimming.
so why is Tom such an expert as a merman?
- He lives in an entire city of shipwrights that are traditionally among the world's best.
- As a Fishman, he ought to have a pretty good idea of what the ocean is like. His ships should be slightly more capable as a result.
