It wasn't the loss of his leg that ended Zeff's career, it was the loss of his crew. Even if they didn't share his belief that All Blue exists, they were still his friends and continuing on as a pirate without them just didn't appeal to him.

Zeff wasn't particulary bloodthirsty and he had a clear sense of honor, always leaving raided ship's food stores intact for instance. If he seemed sincerely willing to give up piracy and go legit, I think the Marines would be a lot more inclined to pardon him than someone like Kuro who was known as a devious, backstabbing weasel.

Sorry but I disagree here. No mater if he is an honorable man or not he is a pirate. Luffy is also a very honorable man and he is wanted. And other then Zeff´s pirates the Straw Hat´s never robbed as ship so far. Besides we´ve never seen a wanted list of Shanks or Whitebeard but we can be sure that they exist. I think same goes for Zeff.

Actually, it was not uncommon for injured pirates to become sea cooks. Even Long John Silver (Who had a crutch, by the way, not a wooden leg) was posing as a cook.
