here's my idea of the most evilest of all evil villians:
they're a gorup of pirates (duh) who put extinguishes the pride of jolly rogers.
lowlife scums that feasts of the griefs of public opinion.
they're ruthless and hasty with their objectives.
they do half-assed jobs in whatever they're doing.
they mess up people's works and causes nightmares for children.
they goana get a can o whoop ass from mugiwara.
and they go by the name of 4kids Entertainment
I think it would be interesting to see a transforming villain on OP. There's plenty on DBZ, like Frieza, Cell, Majin Buu, and Bebi. But there hasn't been one on OP. I'd be cool to see a non-human villain who could would seem week at first, but then once he transforms, he'd give the Strawhats complete hell!
What about my idea? You know the remaining frontier agents of Baroque Works working together?
I think they'd be too weak to be an actual threat now… except Bon Clay. However, Bon Clay is the strawhats' friends... Mr. 3 and Ms. Goldenweek.. even they wouldn't cut it if they didn't get the chance to play VERY dirty.
How are we going to meet the rest Baroque Works then?
The Zanba pirate crew. A pirate crew based on Dinosaurs. One of the 3 most dangerous pirates on the Grand Line. Bounty: 4,000,000,000 Berries.
Zanba: The captain of the crew. Has eaten a devil fruit called the Ryuu Ryuu, Model: Rex. Which allows him to change into the shape of a Tyrannosaurus Rex.
Gyu: Zanba's first mate. Has eaten a devil fruit called the Ryuu Ryuu, Model: Tricera. Which allows him to grow horns and change into the shape of a Triceratops.
Waoti: Zanba's Ship Watcher. Has eaten a devil fruit called the Ryuu Ryuu, Model: Stego. Which allows him to change into the shape of a Stegosaurus.
Carmen: Zanba's Navigator and other Ship Watcher. Has eaten a devil fruit called the Ryuu Ryuu, Model: Ptera. Which allow her the change into the shape of a Pteradactal and fly.

Anyway, taking a cue from that other series, I'd like to see Luffy take on an enemy that uses illusions or some sort of phsychological attack. He would have to be strong fighter in his own right, but not on the same level as an elemental-class devil fruit user.
It would be a cool new twist for battle scenarios. Also, I want the enemy to be EVIL, none of that "good guy confusing the ends and the means" stuff. That way it's really satisfying when Luffy kicks his ass. And of course, Luffy has to have some logical angle to win, perhaps by being too dense for the enemy's overly-elaborate illusions (there could be plenty of comedy potential here) - but then again, he shouldn't win until after he's been beaten beyond what any normal man could survive, getting up again and again, slowly finding new ways to damage his foe, stupifying onlookers….I can see it now....

Also, I'd love to see something along the lines of a Soul Soul Fruit. With the abilities to reanimate the bodies of the dead. Imagine if the Strawhats were being shot at, and Nami realizes that the shooter is Bellemere.

What makes you think Nami will fight Jinbei?
I don't think she ever got a proper revenge against the fishmen. She made them suffer, but not herself– only by proxy (getting Luffy, Sanji and Zoro to do her dirty work). Dethroning the highest of all fishmen would probably fill a gap in her soul.
Why would she want revenge on a whole race?
Has she ever had a positive fishman experience? I can very well see her not having any reason to believe fishmen can be good.
It would also be neat to see her go as insane as Arlong was, just in a different direction, as part of her revenge.
Nami isn't evil, just see that fact. And her revenge on fishmen was solved by Luffy and the guys, you don't need to make it yourself.
Plus, she's the weakest member of the crew. If she fought Jinbei she'd get killed in a second.
What if they met a villian who later becomes a crewmember, and i'm not talking about Nico Robin. I'm talking about a real badass.
According to Aokiji, CP9, Wanze, the World Government and maybe even Tom-san and Iceburg it appears as if Nico Robin really fill´s in that part.

He or she would know the ancient writings and possibly have managed to gain access to some ancient technology, but she's on the side of the WG.
I could see indeed an association of people who would be feared by the WG for their skills or power, but the WG corrupted them or holds them in thrall somehow (I have to serve them, they've got my daughter…)
A character that has the chimera ant king's personality from hxh and uses something like an air or wind fruit. Because seriously, how do you negate wind?

What do you think Jinbei is like? I mean not what he looks like. But, his personality. I mean is he isane and evil like his henchman Arlong or is he the strong silent type?
Theory: He's probably more motivated by money and earthly pleasures than Arlong. I'd also expect a much less supremacist mindset.
He's clearly willing to play ball with humans, and he doesn't mind a WG compatible lifestyle, which probably means no playing dictator and making a little legacy of oppression and fancy castles.
What does that mean?
I'd like to see a marine officer merman. I just think that would be cool to see a non-human in the Marine organisation…
Some more characters..
A Whiteshark man, he is quite strong, he has very sharp teeeth and he uses a Kwando, since hacthan was the best swordsman at the fishman island and I want this guy to be much stronger than him, so he will be KwanDo user iststead of a swordsman and he is quite evil. Fights against Zoro.
A Hammershark man, the founder of Fishman karate, quite goofy, he fights against Sanji.
The sea-devil, Paramecia. Luffy gets into a fight with him and he strips Luffy of his Gomu Gomu powers (!) Incidentally, Paramecia is capable of using every paramecian power at will. He would be a formidible foe, the battle would last for some time, but in the end, Luffy would emerge victorious. Why is Paramecia so bad? Well, he planned on dragging Luffy and Robin down to Hell with him, and threatened to alert Zoan to Chopper's presence. This would all take place in 'The True Demon Sea' Arc.
Where did this fishman karate come from?

Seriously, AFAICT, Kurobi indicates he's a 40th level black belt in it (at least in the :shudder: dub, haven't read the manga that far yet). Presumably it's designed to use the greater strength of a fishman, and-or work underwater, and-or work with their unusual anatomy features (cos doesn't he use his pony-tail to snag Sanji as though it were prehensile?)
I'd like to see Jinbe (Arlong's Captain), his name was first introduced at the Arlong arc, but until now his appearance still mystery, so i'd like to see him.
The pink-haired kid, fullbody's nephew, Taishigi, and some other people they influenced to become strong who happen to be marines.
I'd like a guy who is a cyborg like Franky, except he looks like a chameleon/parrot and uses feathers like kunais(Naruto)his tail that cuts and sends lazer beams 
He would also send wind(sorry if I stole any idea from any other member which I didn't know of)from his wings that can cut, and he had camouflage like a chameleon!:D Oh, and he would be a Marine Vice Admiral!!
The series has already shown me everything I like from my villains and from the look of it there is good to come aswell
I liked the "low key yet badass" body modification of Captain Morgan and Zeff… it's prominent but not to the degree of inhumanity you see in Franky.

I have an original design about a new One Piece Villain! He is a cyborg like Franky, except he is a chameleon/parrot, he shoots feathers like kunais(Naruto), he shoots laser beams from his tail, cuts you with his wings, tail, and wind! He also attacks u with razor sharp tongue, and that's it! (Not me)o.o,(me) what!!? it's my idea!:P
oh and you forgot about Alvida would she just be under the Bitch category?

Alivda I think would go under the category of "vain." Since all she really cared about was her appearance.
I know it's cliche and overdone, but I wanna see Dark Luffy.
They've never really talked about this, but what if the devil inside the fruit rejects the person that eats it? It could possibly create a Doppleganger that the DF user would be forced to fight.
Other than that, I'd like to see a villian with a split personality, Like Lunch from DBZ or Livio from Trigun or Yumiko from Hellsing. Something would have to trigger it, like a sneeze or removing some article of clothing (glasses, some kind of mask, etc.) In addition, the two personalities should have completely different fighting styles.
And for fun, a villian that smells REALLY REALLY bad. Like he ate the Gasu Gasu no Mi and fights his opponents by farting and belching.
It will take quite a bit to usurp Crocodile's seat at the top. For me, his best aspect was how well he had the situation under control. The key for the cage, the timer on the bomb. The water shortage/ rain powder scandal. And how he had himself positioned as the hero of the entire country.
Lucci is a fairly boring character in that he's just strong and heartless with little else going for him. He's more of an obstacle. Whereas I would call Crocodile more of a mine field.
Just strong doesn't cut it for an ideal villain. You have to love hating him or her. They have to be everything Crocodile was, and more.
