Clothes worn by Devil Fruit users meld with them; Oda's comment was something in regard to Luffy's jacket/pants getting torn when he balloned was something along the lines of, "Well, if they tore, he would be naked, and I'm sure no one wants to see that!"
I'm more curious about how Crocodile's coat could stick to his body when he's flying in the air/running even though his arms are not in the coat's sleeves, as well as why Luffy's hat sometimes gets a string and sometimes lacks one.

I always assumed the fact that Sanji's clothing didn't light was an example of the unwritten anime rule that people's clothing is never damaged by their own powers. Chopper's tiny pants magically expanding when he goes into Monster Point; his jacket disapearing when going into said form, only to reappear when he gets out of it; Logia users clothes/weapons turning into their elements; etc. It would indeed have been hilarious if Sanji's pants had caught on fire. XD

"DEX isn't something that the author has planned out ahead of time."
How can that ever be known without having discussion with the author for every little thing? That may be the literal definition of DEX, but I'm sure everyone can have their own connotation of the term, since no one CAN get inside the author's head and make him spill the beans. But if people kept discussing what was DEX and what wasn't, in their eyes, there would be no end. We are already seeing this. It gets quite boring.
