9. NeroYeah, Kaku has the most personality by a long shot. Jyabura was really cool, and Kumadori makes me laugh everytime. Lucci is kinda bland, but oozes badassery. Spandam is a f***tard (pardon my french) but his clumsy antics still make me like him. Fukurou? Chapapa! Califa wasn't fantastic as a character, but boy howdy did she give some fanservice. Blueno is…dull. No offense Blueno fans, but the only thing he has going for him is the Door door fruit. And I know diddly squat on Nero.

Kumadori and Fukurou. A.) they didn't have devil fruits, which I personally like to see in main characters/villains, B.) they were completely off the wall, which I also love. One has a zipper on his mouth, and the other attacks using his hair! C.) They fought my two favorite strawhats. Okay, Franky isn't legally a strawhat, but you know what I mean.
After that, there's Kaku and Jyabura, and then I don't really care. The idea of Zoro's and Sanji's fights having a similar rivalry, that can make me smile any day. Oh, and I actually liked their personalities…kinda.

- Nero - Didn't do anything, really.
- Blueno - had no personality at all.
- Lucci - Really just a killer. That's all. It's like he's just the power of previous villains without the personality.
- Kalifa - "Sexual Harrassment" was amusing… For like 5 minutes. In the end she was just a ditz. She was better before she went bad.
- Fukuro - Chapapa!
- Kaku - I really preferred him before he went bad, and once he went bad he lost all of his personality. However, the last chapter and his fight made me like him a lot more - before the fights he probably would have been right above Blueno.
- Kumadori - So many choice quotes, including "The door, it has oooopeeeen...". Also, his little "Tekkai" right before getting royally pwnt made me laugh.
- Jyabura - I enjoyed his antics immensely, and the constantly lying part I found quite humorous. All in all, even though I like Sanji, he was the one that I was saddest to see go.
- Spandam - I loooooooove to hate Spandam. What an asshole! Overall, he has the most personality of all of the CP9 (or at least was given the most attention) and if Lucci got the strength of a big villain, he got the brains and personality.
That said, I really liked all of CP9 and just have a tendency to exaggerate, but I really reaaally liked the top 2 I listed. They go down as some of my favorite OP villains of ever.

8. KakuJabura: I loved everything about his design. Badass, cocky martial artist. I thoroughly enjoyed how he stomped ass and gloated on and on about it. His fight was Sanji is one of my alltime favorites, and he had an awesome repertoire of attacks.
Kumadori: A really goofy and enjoyable character, yet incredibly formidable opponent. His fight with Chopper was much, much more brutal than I expected (which I really liked). He had another arsenal of skills I really liked.
Spandam: Currently one of my alltime favorite One Piece villains, probably #2 or 3. Just… so goddamn animated, greedy, and such a bastard. Seeing him smack around Robin is kind of a guilty pleasure. I can feel his borderline insanity, desperation, and all around un-easiness from the pages. Plus, his clumsiness is pretty funny. I can't wait to see him use Funkfried. He should probably be tied with Kumadori, maybe even a bit higher, but eh.
Blueno: My favorite from the original 4. Even though he didn't stand out the most, I found him to be one of the most intimidating (next to Lucci). His devil fruit power was really creative, and I enjoyed seeing all of the uses he came up for it. A lot of people say that he has no personality, but I think there's more to him. To me, he seemed quiet, stalwart, yet cautious. Even if his words didn't say a lot, I thought that his facial expressions were incredibly drawn and went into a good depth into his psyche. I loved that scene where he's hiding inside the Air Door, shocked and desperately trying to come up with a way to take down Luffy. I was really disappointed at his role as a guinea pig for Gear 2nd.
Lucci: I hated him a lot at first, but in the recent chapters, he became more fleshed out. Seeing him kick ass so hard and enjoy it entertains me a good amount. His cold, intimidating aura and bloodlust are also great.
Fukuro: I really like him, he's funny, has a good set of moves, and his fight with Franky was AWESOME, but I felt the need to give Lucci some props.
Califa: She was a sexy design, and I liked her Devil Fruit, but her fight was Nami was just... boring. I mean, I'm a huge perv, but the large amount of pointless fanservice in that fight got on even my nerves. Her stupidity was kind of amusing.
Kaku: I dunno, I always found him to be boring. It felt like Oda was trying to kind of push him on us, especially in the recent chapters. I mean, his personality jumps around too much: Nice guy, dickhead, Lucci's subordinate pet, supposed badass, goofball, and so on. It also gets on my nerves how people read way too into his character, like "Zoro had a talk with Kaku, Kaku's a great guy after all! He might join the crew!" Yeah, Mr. 1 talked with Zoro too, and I didn't see any talk of a huge turn around in his character. He'd blindside people and everyone would be like "WHAT A GIGANTIC BADASS! HE HIT SOMEONE WHO WASN'T LOOKING" Also, the giraffe antics were amusing for a bit, but, to me, quickly became tiresome. Like I said, it felt like the character was being pushed on me, and I don't like that. I also kind of found him boring from the start...
All in all, a pretty good group of villains. I like them a lot more than BW. Good for Oda.

Kaku and Kalifa are my favorites.
Giraffes are so cool~! I don't know exactly what it is, but I really like Kaku.
And Kalifa's chillin bubble bath style is neat to me. And her glasses, and her secretary thing…so cool~!
I like Lucci because his hair is fun to draw too. But I don't favor his character much, really.
Mr.Chapapa is cool too, even though I can't remember his name.

No. 1: Spandam. He's so lovably pathetic! I want to see someone hug him… it's probably why he's so insane, clearly denied affection.
No. 2: Kumadori. Interesting power, clever character design, and his defective personality BEGS to be explored.
No. 3: Kaku. Frankly, until Square!Kaku and Pasta Machine he'd be near the bottom, but he's proven himself to be wacky with the best of 'em.
No. 4: Califa. Sexy.
No. 5: Lucci. Although he's badass, he seems one-dimensional.
No. 6: Blueno. I couldn't get over him being dim early in the arc.
No. 7: Fukorou. Love the distinctive character design, but he felt underdeveloped. He could have risen several points if we had learned more about him.
No. 8: Jyabura. Probably the least developed, and least wacky of the CP9.

Kumadori's my favorite. Cool design, funny personality, and cool fighting style. I mean, he can stab you 20 times with his hair. Also, he has a lot of endurance. His fight with Chopper was intense and gritty.
If not for douriki and it's relation to tekkai, I may have thought that he was as strong as Jyabura.

Kumadori! How could I not love the kabuki sennin? He's crazy, he's unique, and I'm hoping like hell that he gets his own mini-arc or at least appears later on in One Piece. May be he could open his own theater? XD

Kaku is by far my favorite! Zoro's fight with him was my personal favorite, for obvious reasons. I still want to draw my own version one day…..
and Spandam, as much of a jerk as he is, I just can't help but love the guy! He's such an asshat, but he's so damn funny!
I think the only CP9 agent I didn't really like was Nero... he was... bleh.

Kaku was my favourite back on Water 7 and I got excited thinking he might join the crew, then he went and showed us he works for the government =.="
But he is still my fav!! He's a bad guy with a good ehart ^^ Plus he's funny … in his own strange way.

Me not like Lucci...or his stupid pigeon...well the Hattori was ok up until the CP9 showed their faces, he was funny when we met Paulie...not he just annoys me for an unknown reason.

Kaku used to be my favorite CP9 agent. But, after carefully looking at everyone else, he actually got kind of boring when he was revealed as a villain. I thought some of the other members had more to their character. I've started to like Kumadori alot, since he's so funny and over-dramatic. Spandam's one of my favorite comical villains next to Bon Clay and Buggy. Kaku and Jyabura's rivalry was always entertaining, too.

Lucci. Extremely vicious and doesn't babble. That ends up going a really long way with me. It's funny because at first I thought he was really lame. I almost completely changed my mind when he taunted Sanji, and it got better from there.
Kumadori. In almost every single scene, he made me say "what the fuck is up with this guy?" Oda's best nut, and brutal as shit.
Spandam. He doesn't kick ass like Lucci, but he's just as good a villain. If not better, the little prick.
Jabura. A bastard wolf with an east Asian style. Probably Oda's best bully.
Blueno. Honestly, I felt he was the most human, and he had a really cool power. He got tooken out so early, but I can't think of him having a better role.
Fukuro. I didn't really care for him, but hey, I can't dislike the fat brawler.
It's a toss up between the ones I didn't like, Kaku and Calipha. One has boobs, the other had a really good fight. And I actually liked them a lot at the very beginning of Water Seven.

Fukurou was my favorite by far, but after Jyabura's fight (easily the best till now in Enies Lobby), he grew up on me a lot. And how forget Spandam, one of the funniest and most interesting villains we ever got. I really like CP9 as a whole and their interaction is (was) great, even if Kaku became somewhat boring after a promising introduction. The giraffe thing didn't help, it got tired really fast.

I hate Nero with passion. I hate him more than any other character in One Piece.
The only CP9 members I care about are Fukurou and Kumodori. They had the humor appeal and they were kind of interesting. The others just didn't interest me, especially Lucchi. He isn't developed enough IMO. Points to Spandam for being the man you love to hate.

1. Nero- Oh my gosh, this is like heresy! Not really… I know a bunch of people don't really count Nero, but I picked up the Japanese One Piece in the middle of the Water 7 arc, and Nero was the first bad guy I clearly remember. Love at first sight... He had great potential, frickin' sweet whiskers, and was full of weasely goodness. I greatly mourn his loss...
2. Kaku- Come on now, he's a giraffe! Who doesn't love giraffes? I never saw him until after we found out he was an evil CP9 bastard, but something clicked right away. Sweetness...
3. Spandam- Love to love, not love to hate. What can I say, I'm into evil guys. A complete ass, yet still amusing... And purple hair. Come on now.
4. Lucci- Generates this aura of suave coolness. And has an adorable pigeon. Yeah...
5. Blueno- He bores me. However, after seeing the most recent episodes, I find him to be a lot cooler than I originally thought.
6. Jyabura- He's really the coolest looking guy I've ever seen. But that's all he has going for him.
7. Kumadori- Extremely entertaining, but doesn't really get to do much.
8. Kalifa- Perhaps I haven't really seen her enough, but I find her to be... quite boring... and a tad useless. And I like men, so I can't count looks on this one.
9. Fukurou- He scares me like no other. He really does...

Completely agree with that one. Lucci is my number one fave CP9 guy. Fearless, powerful, feared by all. The way a villain should be. loves the fact he's on one of my Water Seven posters
Spandam takes my vote on second place. It's just so funny how he's acts like an asshole, thinking he's all that, its hillarious. Poor Robin's getting tormented…..
Jyabaru was cool also, loved his animal form, up to the point where he gto OWNED by Sanji. Yeah Sanji.

It's like saying Zolo, even though there's no 'L' there. There is a clear 'R' when they say his name, which ends up sounding like Eneru.
However, I've heard Usopp's name sound like Usoppu, so remove that pesky 'U' and you're left with Ener! Which is what I say…
