Maybe he could have in the past, but after getting his tail chopped off, he can't change anymore. So I think Luffy would beat him easily, thanks to stretchability! I bet Robin could beat Luffy, though! She'd just have to make extra stomachs to hold it all. (And even though she doesn't eat wildly, as Luffy does, if she made a hundred mouths, she could still go faster…) Then she could make a hundred butts, so the calories wouldn't all go to the same one....

definetly luffy, even if goku turned into an ape it isn't the same as stretching. Luffy's an unstoppable eating machine.

btw when goku is in ss4 he can turn into oozaru right? and luffy well yeah he can stretch all the way but remember in whiskey peak he fainted while eating too much but there is no evidence of goku fainting while eating too much
