Well, before and if it does get closed, I think Raftel may be the lost civilization that Clover mentioned before he died.
Before it does, I'll go ahead and say that it's almost certainly the Rio Poneglyph. A Devil Fruit garden isn't likely, unless Roger gathered up a ton of DFs and spread them across the world befreo being killed. And a DF garden would be useless to the Mugiwaras, since they all either already have a DF or don't need/want one.

He couldn't. He doesn't know where Raftel is. Even if he did, if he couldn't see it, he might even send them into a wall.

I think that Raftel might have been the Capital City of the Ancient Civilization
That's why nobody knows about it and where to find it, because it's suposed to have been destroyed

I was under the impression that people knew where it was (roughly), but the only crew tough enough to get there was Roger's.
There are many theories about Raftel. All we know for sure is that it's the final island of the Grand Line, Gol D. Roger and his crew was the only people to ever make it there, and that's where One Piece most likely is.
I also believe that Raftel also contains a lot of information about the ancient civilization and maybe the Rio Poneglyph.
I believe that it's a floating island. Not a sky island like Skypiea, but a landmass that moves along on one or more of the oceanic currents. It is not a naturally occurring island, but rather a remnant of the 'Lost Civilization' that got hurled out into the Grand Line by whatever hellish forces the precursor of the World Government used to conquer their foe. It appears randomly along the seven sea routes, but stays in roughly the same longitude. Hence, Whitebeard's inability to become Pirate King by claiming One Piece; the da** island won't sit still long enough for a Log Pose to set. So then, how did Roger find Raftel? The same way Luffy's going to find it: Blind Luck, and the destiny that lies with the executors of the Will of D.

Raftel is the home of Pandaman. He lives in a hut made of Devil Fruits and he guards One Piece. The reason it is so hard to reach Raftel is because Pandaman shadows a crew with the potential to reach Raftel and sabotages them whenever he can. However, despite he uberness, Pandaman sucks at sabotaging, which is why he hasn't stopped anyone yet. But right near Raftel, he has managed to setup cunning traps (his trap making skills are lengendry, or would be if he wasn't so stealthy and all).

Given the World Government's infinite resources, I could see it entirely possible that the Rio Poneglyph WAS on Raftel, but it was taken.
The One Piece/Rio legend is very compelling– as long as the WG doesn't say "sorry, we've got it", you've got the best of the pirates and historians throwing themselves against the Grand Line to find it, and those that make it through, you can be waiting with traps.

Nice idea, I thought the same thing. Most of them will get themselves killed sailing the Grandline anyways. They'll become nobodies lost at sea, and WG doesn't have to do anything themselves.
But the thing that bothers me is if they had the Rio Poneglyph, then they need not worry about anyone learning the complete 'True History' right? They can let everyone look for it and not be bothered because no one will ever figure it out. That's why I think the Rio Poneglyph is on some lost island, or that to get/find One Piece, a pirate will learn about the True History anyways. Raftel has One Piece, whatever it maybe. I think it will be the place where there is a massive showdown between the SHs and other pirate crews such as Blackbeard, Whitebeard, maybe Shanks. Lessee lessee. @_Meh_:

If people know the Rio Poneglyph or One Piece was out of circulation, they have no reason to visit Raftel. The WG might keep the fear going even in their own organization to make sure 'it looks authentic' when they're terrified of it being discovered.

No seriously, I like Meh's "floating island" theory. It would make much sense if it was a sort of ghost ship island, shrouded in mist.
Or maybe Raftel is the stone from which the poneglyphs were made.
I think it is a island like Atlantis with the most developed technology on the planet. And it has some defence system, at least there must be sometime that keeps people from reaching it. The World Government wouldn't have a probleme sending 100's of ships to the island. There must be someting that Oda hasen't revealed to us about that island.
Ps: i really like the idee that it is a wandering island, that would be preaty cool and "somewhat" logical.
Like Ebaf that's spelled 'fabel' backwards, Raftel is 'let far' spelled backwards. ^^ Maybe Raftel is an island that never stays in one place, like Meh and IT'S A LION!'s theory . But goes in the galaxy, and goes farther and farther into infinity. Later when the Mugiwara ask where the island is, the townspeople might say that there's no way anyone could find it, since it's far into the galaxy.
