Then who does? I've browsed the vB site and can't find any mention amongst the wall of text, though I might just be looking in the wrong place.
I would have thought you'd have been able to compare the Mod and standard user account settings to notice the mode put in place that allows this ability??

some mp4 files work but some like the Kaizoku-Fansub videos don't. Still trying to figure it out myself. -

While I've typed it into websites and have had some spit it back out at me like the "Tra" is pronounced like "Truh" like in trust. Then the a in "fal" is accented, and the gar also sounds like car.

Gonna have to wait a while for Funi to get their for a proper English pronunciation, but the two you have sound pretty good. For me, I usually pronounce it as truh-fol'-ger. Luckily, most people just say Law, so his last name isn't really needed in a conversation.

we have a road here with that name. everyone says "tra-fal-ger" with the "a"s sounding like "cat"
