During my search, I found "One Piece Episode 223" and I have no fudging idea in regard to what is going on. Will someone fill me in?

According to the episode guide on Arlong Park. It's part of the Lost Memories arc.
It involves Zoro. I haven't seen it. I just know that since Zoro's name is in the title.

So… is this in his beast form? In any case, all the times we look at his back, his pants are covering where his tail is supposed to be. It's inconclusive as to if he has a tail or not, so since that isn't a fact, you can't say that he doesn't have a tail. And there's no SBS or anything in the manga that has him or anyone else state that he doesn't have a tail I believe.
Episode 223 is part of the Memory filler arc. That's all I know.

It's hard to tell, the only time I remember him without pants is during his flashback, where he gets beaten up by other reindeer (who have tails btw) but you never see Chopper from behind without pants on..

If I'm not mistaken, though, the other Zoan users have tails you can see even though they have pants on… Lucci and Jyabura do, at least...
