Exactly, unless Hattori is the most powerfull thing/person/animal alive. Since he can telephatically make Lucci go man-beast and man again. Please.
Hattori = Jabs chicken. Probably Lucci was acting like a ventriloque.

I'm not so sure… if you think about it from a plot standpoint, Oda's sure wasted some space with the pigeon if he doesn't affect the plot in any real way. Even Jabura's chicken has affected the plot more, and the chicken only appeared on one or two pages. Oda has given the pigeon a name and has continued to keep him around -- why? I can only imagine Hattori still has a part to play in this arc.
