Yeah, when he first shows up and starts extorting, that changes when he actually starts murdering people. The entire point of mentioning that only makes Nami a stronger character. If she didn't witness that then we could indeed argue, well why didn't she just wait for help?
No, she saw that Arlong was a freakin' beast and she grabbed that beast by the horns and took on the responsibility herself since she saw that no one else could come and save them. It was a brilliant move on Oda's part that makes Nami that much stronger and all at the age of 10.

Even if he retroactively assigns that role to those ships, it'll make sense because it's been set up by the storyline.
I try my hardest never to assume. One look at any of the sketches of totally dropped characters, characters who ended up entirely different and even how Oda decides certain MONUMENTAL scenarios like who battles whom contained in Color Walk Series as well as some recent AWESOME sketches included in Logs and not to mention the infamous Sketch Introduction of 'Granpa Cocoro' in Vol 36 are all the proof one needs to see, Oda does not plan many things out meticulously far in advance.
Your theories are great Ubiq, but just like DB fantasy battles and the ever popular "Who's Stronger?" debates, they're all your opinion. Oda wants it to be your opinion and he doesn't care about it otherwise he would make it glaringly clear.
I left those debates behind me in my DB days. Anybody can call up lines but that's all they are because you can either hold them as evidence or say they're trash because X isn't a reliable character. That's fandom and it's a great thing!
However, what I'm interested in is the cold-hard facts about OP. That's what I collect and that's what I love to do. Watching fans debate is great but I also know for a fact Oda must chuckle when thinking about the stuff the fans debate which he never considered. With a smile in my heart I know I do too.
